Exercises and learning

Exercises are how Nexus Universe tests whether roles, information and decisions hold together under degraded conditions. The Global Risks Forum (GRF) governs them; the technical office of The Global Centre for Risk and Innovation (GCRI) runs exercise control and evidence capture. An exercise is useful only if it is honest: simulation is clearly marked, live systems are never touched without approval, evaluators test objectives rather than attendance, and failures are recorded as findings. Lessons return to the next annual agenda, and results are published only after appropriate review.

Canvas · scoping to reviewDesign, not a record
Exercises and learning: an exercise from design to lessonsObjectives and a scenario are designed with the owner; injects are scripted; players respond in cells while controllers and observers watch; a hot wash and an after-action report turn observations into owned improvements. Design of the process, not a record of a run.

01In brief

The short answer.

Nexus Universe exercises test whether roles, information and decisions hold together under degraded conditions. GRF governs them and the GCRI technical office runs exercise control and evidence capture; simulation is clearly marked, live systems are never touched without approval, and an exercise result is a learning record, not a certification.

03Exercise controls

Six controls designed into every exercise.

  1. 01

    Control

A scenario events list with exercise controllers and simulation cells, so every inject is planned and traceable.

  2. 02

    Evaluation

Independent evaluators test objectives and observable performance, not attendance. A reviewer with a declared conflict never signs the acceptance concerned.

  3. 03

    Safety

Time control, safety holds and an explicit real-world emergency override. Any participant may call a safety hold.

  4. 04

    Containment

Simulated warnings never reach live audiences, and real infrastructure is never an unapproved target.

  5. 05

    Record

Dissent and adverse findings are preserved in the after-action record.

  6. 06

    Learning

Improvement items return to the next annual agenda, with an owner for each.

04Scenario design

Building a scenario that tests the arrangement, not the participants.

  • Start from the arrangement's assumptions and design injects that challenge each one.
  • Use plausible, evidence-based hazard parameters from GCRI, labelled as illustrative where invented.
  • Include at least one inject that crosses a jurisdiction or a sector boundary.
  • Build in a point where information is late, wrong or contradictory, as in real events.
  • Keep a controller log of every inject and response.
05Learning

From observation to change.

Learning programmes often stop at the lessons-identified stage. The test is whether a lesson becomes a change in a plan, a protocol or a training programme. Each lesson from an exercise is assigned to an owner institution, which reports what it changed; the lesson is closed only when the owner says so.

Lessons appear in institutional learning.

06Simulation integrity

What an exercise result is, and what it is not.

It is

Evidence with limits

Observations of how arrangements performed in a controlled scenario, with the scenario's assumptions and limitations stated.

It is not

Observed impact

Simulated loss or performance is not observed impact, and an exercise result is not a forecast, a rating or an approval.

Review

Released after review

Results are published only after scientific and editorial review, at gate G6, and restricted results stay restricted.

07From exercise to lesson

The learning loop.

  • An exercise owner states the objectives and the arrangements to be tested before the scenario is designed.
  • Participants take part with authority to act in the scenario, so decisions reflect real roles.
  • Evaluators record observations against the objectives during the action week.
  • The after-action review agrees findings, including failures and dissent, and names improvement items.
  • Improvement items are tracked to closure and inform the next mandate at gate G7.

A failed test is a finding, not an embarrassment to be removed. A safety hold stops the exercise and is recorded.

09Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
Full-scale exerciseAn operations-based exercise in which agencies deploy people and equipment in real time against a scenario.
Tabletop exerciseA discussion-based exercise in which participants talk through their response to a scenario.
Lessons identifiedFindings from a review that have been recorded but not yet acted on, as distinct from lessons implemented.
Simulation exerciseA practice, training or evaluation activity in which an emergency is described or simulated and participants respond as they would in reality, so that plans and capacities can be tested, as WHO's exercise manual describes.

11Questions

Questions and answers.

Can an exercise run on our live systems?
Not without approval. Exercises are designed to be controlled: simulated messages are marked and kept from live audiences, real infrastructure is never an unapproved target, and a safety hold or real-world emergency override can stop the exercise at any time.
Who sees the results?
Participants see the after-action record. Public results are released only after review and publication authorisation, and restricted results stay restricted.
Are exercises running now?
No. Exercises run once an edition is authorised. No edition is on record yet; enquiries receive a reference through the Nexus Universe gateway.
Is Nexus Universe an emergency response service?
No. It is not an emergency service or incident command. In immediate danger, contact your local emergency services.
