Participate Membership and pathways
Institutions, leaders, experts and hosts

Take part by what you bring.

Participation in The Global Risks Forum (GRF) follows capacity. An institution, a leader, an expert and a host each join by a different route, contribute something different and receive something different. None of them buys authority over the agenda, a finding or a decision.

01In brief

The short answer.

Participating in GRF means taking part through one of three pathways that are never confused: institutions as members of constituency councils, individual leaders on the Leadership Council and experts in working groups, alongside hosts and supporters under written safeguards. Each pathway gives specific things, and none confers authority, appointment or endorsement.

03Institutions

Institutions join through a constituency council.

In the National Nexus Consortium (NNC), the institution is the member. On this site, institutions take part through five constituency councils, and financial institutions and regulators through a cross-cutting pathway led with GRA.

  1. 01

    Institutional enquiry

Your institution writes to the Secretariat and receives a reference.

  2. 02

    Due diligence and authority check

The institution's identity, mandate and the authority of its representatives are confirmed, and interests are declared.

  3. 03

    Contribution plan

What the institution brings: representatives, capability, data under agreed rights, or programme support.

  4. 04

    Terms for the programme

Written terms with the correct parties and scope.

  5. 05

    Separate council nomination

A nomination to the Leadership Council, where relevant, follows its own selection procedure.

Institutional membership does not create a Leadership Council seat, and no contribution decides a technical conclusion, public authority or procurement treatment.

04Leaders

Leaders are selected first, then contribute.

The National Leadership Council (NLC), the Leadership Council on this site, is for individuals in a personal capacity. Selection precedes any payment, and a year of service produces a reviewed next step rather than an automatic appointment.

  1. 01

    Application or nomination

With the evidence the selection procedure requests.

  2. 02

    Diagnostic and review

A leadership and capability diagnostic, then a fit-and-proper and conflict review.

  3. 03

    Invitation and terms

An invitation with the terms in force for the programme.

  4. 04

    Baseline and contribution plan

A Leadership Baseline and an Annual Leadership Contribution Plan.

  5. 05

    Quarterly evidence and Year-One Gateway

Quarterly work, mentoring and mission contribution, reviewed at the end of the first year.

Council standing does not buy office, employment, a board seat or restricted data, and an employer does not own a personal seat. Questions about nomination can go to councils@globalriskforum.com.

05Experts and working groups

Experts take bounded, supervised work.

In the National Working Groups (NWG), the working groups on this site, experts, practitioners, students and volunteers take assignments that match their competence, with stated prerequisites, review points and closure criteria.

Specialist communities also work through GRF's twelve platforms: seven established and five in development.

  1. 01

    Explore current work

Work calls are listed once a working group is open.

  2. 02

    Competence and availability

What you can do, and when.

  3. 03

    Bounded assignment

A defined task with a named supervisor.

  4. 04

    Contribution record and review

Your work is reviewed and recorded, then recognised with a next assignment where appropriate.

Ordinary participation has no fee. Paid work, internships and fellowships are separate arrangements, and unqualified contributors never take safety-critical tasks.

06Hosts and supporters

Support the programme without steering it.

Hosts, venues, campuses, production partners, foundations and sponsors make convening possible. Their role is set out in a written agreement with safeguards that protect the programme's neutrality.

Hosts

Hosting is not ownership

A host provides a venue or operational support. A hosting agreement is designed to give it a readiness decision, a responsibility schedule and a closeout record. No event is presented as confirmed before the host's authority and readiness are evidenced.

Supporters

Sponsorship is not authority

A supporter funds a defined public-good capability under a contribution agreement, which is designed to include a use-of-resources report. Agreements disclose support and keep it separate from editorial and scientific decisions.

Safeguards designed into every agreement

01

No support buys an appointment, a finding, consent or a procurement advantage.

02

Sponsors cannot approve publications or change evidence.

03

Funding grants no ownership of the programme, its records or its results.

04

Neither hosting nor sponsorship secures a computing allocation or mission admission.

05

A host or sponsor is named only with its written permission and a current record.

06

Conflicts are declared, and anyone may raise a concern about capture.

Hosting and support proposals can go to partnerships@globalriskforum.com. A proposal is not a confirmed host, sponsor or event.

07National and regional participation

Countries own their programmes; regions connect them.

National structures set their own priorities under their own legal authority. GRF's role is to bring their leaders and institutions into dialogue and into the annual programme, never to represent a country.

National

Country-owned priorities

National structures keep agenda authority and may decline participation or data sharing. A city relationship never becomes national representation.

Regional

Shared-system questions

Six regions bring together questions that cross borders. No regional body binds a country, and withdrawal never erases other parties' lawful work.

Annual programme

Contributions to Nexus Universe

National and regional missions are proposed and admitted through the annual cycle described on the Nexus Universe gateway.

Country formation, the regional desks and the planned hubs are coordinated by the Consortium Secretariat; see Work with GCRI. Regional desks are listed on Contact.

09What an enquiry creates

Each step is only what it is.

An enquiry gets a reference and reaches the right team. It does not, by itself, create anything further.

10Key terms

Terms used on this page.

Each term as this institution uses it on this page.

TermDefinition
Constituency councilOne of five councils through which institutions take part on this site: state and government, research and universities, industry and standards, media and civil society, and communities and Indigenous institutions.
Leadership BaselineThe first record of a selected leader's year: where they start, what they will contribute and how the year will be reviewed at the Year-One Gateway.
Year-One GatewayThe review at the end of a leader's first year, which produces a reviewed next step rather than an automatic appointment.
Contribution agreementThe written terms under which a supporter funds a defined public-good capability, with a report on how the resources were used and no say in findings.
11Questions

Questions about membership and participation.

Can I join GRF today?
You can send an enquiry today and receive a reference. Applications, membership agreements and nominations open when their terms and review capacity are in place. Their current state is shown on this page.
Do governments or UN agencies need to buy membership?
No. Cooperation with public authorities and international bodies never depends on buying a membership tier. Agencies can take part through their own authorised instruments.
Does my employer own my Leadership Council seat?
No. Leaders are selected in a personal capacity. An employer does not own a personal seat, and the seat does not transfer if you change roles.
Is there a fee for working groups?
No fee applies to ordinary working-group participation. Paid work, internships and fellowships are separate arrangements with their own terms.
What does a sponsor receive?
A contribution agreement for a defined public-good capability and a report on how the resources were used. A sponsor receives no influence over the agenda, participants, publications or findings.
How do I leave or raise a concern?
You can withdraw by notice. Concerns, including about capture or conduct, go through the routes on Governance and trust; complaints are designed to be reviewed by someone not responsible for the contested decision.
