Mission
The Global Risks Forum (GRF) exists to connect institutions so that they can govern shared risk and manage responsible transformation together. The risks that matter most cross the boundaries of every institution that must manage them. GRF gives public authorities, operators, researchers, civil society and communities a neutral place to agree on priorities, prepare together through the year and test their arrangements before a crisis forces the question. Its work is year-round: councils, documented dialogues and the governance of the Nexus Universe annual programme.

The short answer.
GRF's mission is to connect institutions so that they can govern shared risk and manage responsible transformation together. Because the risks that matter most cross the boundaries of every institution that must manage them, GRF gives public authorities, operators, researchers, civil society and communities a neutral place to agree priorities, prepare and test their arrangements.

Jurisdictions in East Asia.

Risks connect faster than institutions cooperate.
Shared systems
River basins, grids, supply corridors and digital systems cross jurisdictions, and gaps between mandates are where failures spread.
Roles agreed too late
Roles, data-sharing and decision rights are often agreed only after an emergency begins.
Dialogue without follow-up
Conferences produce statements rather than commitments anyone can follow up.
The causal chain the mission rests on.
| If | Then | Assumption to test |
|---|---|---|
| Institutions that share a risk meet on a precise question | They identify gaps in authority and information | The right institutions attend |
| Gaps are recorded with owners | Owners change plans and protocols | Owners have the mandate and resources |
| Changed arrangements are exercised | Weaknesses appear before a real event | Exercises are realistic enough |
| Lessons are published | Other institutions learn from them | Records are usable and trusted |
Each assumption is something the annual review is designed to examine.
What GRF does about it.
- 01
Convene with a purpose
Each dialogue is designed to start from a stated question and end with a record of what was agreed, who committed to what and where participants disagreed.
- 02
Build leadership that lasts
Councils give institutions, leaders and experts a structured year of contribution, with baselines, plans and reviewed results rather than titles.
- 03
Test before it counts
Through Nexus Universe, selected work is built and exercised under controlled conditions, and the lessons return to the next year's agenda.
- 04
Publish with limits
Records and findings are published with their limits, and corrections are recorded rather than silently made.
A mission bounded by what GRF does not do.
GRF prepares the ground for decisions; governments, operators and licensed institutions take them under their own authority. GRF does not regulate, finance, procure, certify, underwrite, rate or invest, and hosting or sponsorship confers no authority over its work. Evidence and methods are led by The Global Centre for Risk and Innovation (GCRI), described on GCRI's mission and public value, and finance readiness by The Global Risks Alliance (GRA).

| Systemic risk | Risk arising from interconnections, where failure in one part can cascade through a whole system. |
