What membership means
Taking part in The Global Risks Forum (GRF) is a contribution to shared work, not a share of authority. Membership of a constituency council, a seat on the Leadership Council and an assignment in a working group each give specific things and withhold others. This page states the limits plainly, because a forum is trusted only when no one can mistake participation for appointment, endorsement or governance power. Councils are programme bodies; they are not the statutory organs of the association, and they do not govern GRF.

The short answer.
What membership means at GRF is a contribution to shared work, not a share of authority. A constituency council membership, a Leadership Council seat and a working-group assignment each give specific things and withhold others, and none creates appointment, endorsement or governance power.

Each pathway confers something different.
| Pathway | Who is the member | What it gives | What it does not confer |
|---|---|---|---|
| Constituency councils, the National Nexus Consortium (NNC) | The institution, through authorised representatives | A contribution plan, dialogue participation and a voice in the agenda | A Leadership Council seat, public authority, procurement treatment or influence over a technical conclusion |
| Leadership Council, the National Leadership Council (NLC) | The selected individual, in a personal capacity | A Leadership Baseline, a contribution plan and a reviewed first year | Office, employment, a board seat or restricted data |
| Working groups, the National Working Groups (NWG) | Experts, practitioners, students and volunteers, by competence | A bounded assignment, a supervisor and a contribution record | A professional licence or employment |
Titles that may and may not be used.
| Role | Accurate description | Inaccurate description |
|---|---|---|
| Constituency council member institution | Member of a GRF constituency council | Partner, accredited, recognised |
| Leadership Council member | Serves on the GRF Leadership Council in a personal capacity | Representative of GRF, ambassador |
| Working group expert | Contributor to a GRF working group | Adviser to GRF, GRF expert |
When a role is misdescribed.
If a participant describes its role in a way that implies authority or endorsement it does not have, GRF asks for a correction and, if needed, publishes a clarification. Anyone can report a misdescription through corrections.
What no participation creates.
- 01
Not an appointment
No council role is an office of GRF, of a government or of any institution. A year of service produces a reviewed next step, not an automatic appointment.
- 02
Not an endorsement
Taking part does not mean GRF endorses a participant, or that a participant endorses a record, a finding or a policy option.
- 03
Not governance power
Councils do not replace or sit above the association's statutory governance, and no member gains a vote in GRF's own decisions by being a member.
- 04
Not a purchase
No contribution buys an agenda item, a finding, an appointment, mission admission or a computing allocation.
- 05
Not representation
A participant does not represent a country, and a city or institutional relationship never becomes national representation.
Each step is only what it is.
| This | Is not |
|---|---|
| An enquiry | Membership, a council seat or a commitment |
| A submitted application | Acceptance or membership |
| A nomination | A selection |
| A payment | An appointment or access to restricted data |
| A claimed identity | Authority to represent an institution |
GRF does not regulate, finance, procure or certify, so membership cannot confer any of those powers. Public authorities never need to buy a membership tier to take part.
Where the rules live.
The council model is introduced on Leadership and councils and set out on council architecture, conduct and records on council rules and accountability, and selection on nominations and selection. GRF's independence rules are on institutional independence. The Global Risks Alliance (GRA) states the same principle for its members on membership and authority. Concerns about anyone overstating a role go to integrity@globalriskforum.com.
Terms used on this page.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Council | In the Forum's architecture, a body of leaders convened under written rules to deliberate on governance questions; membership confers no authority over findings and no power to decide for any institution. |
| Membership | The status of a person or institution admitted under published rules; at GRA it confers participation in professional work and no authority, endorsement or access to any transaction. |
| National working group | A team formed within a national programme to deliver one defined piece of work, under terms of reference and a workplan, with no authority beyond them. |

Start with an enquiry.
The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
