Europe and Eurasia region
The Europe and Eurasia region of Nexus Consortiums covers highly interconnected power, gas, data and transport systems, together with the Caucasus and Central Asian corridors that link Europe to Asia. Regional work focuses on cascading infrastructure failure, the energy transition, heat and flood risk, and the digital and financial dependencies that cross jurisdictions. The region is forming. Four hubs are planned as coordination roles; none operates, and none is an office. GRF itself is located in Switzerland, which does not make Switzerland a regional host. This page sets out the region from the perspective of The Global Risks Forum (GRF).

The short answer.
The Europe and Eurasia region, seen from GRF, is the forming Nexus Consortiums region of interconnected power, gas, data and transport systems and the corridors linking Europe to Asia. Shared-river and grid questions are the clearest case for GRF's convening role, and four hubs are planned as coordination roles, none of them an office.
Water security in Europe.
Rivers, lakes and how far each division sits from mapped surface water, in Europe.
A dense web of binding rules.
- The EU Civil Protection Mechanism and rescEU, the EU Critical Entities Resilience Directive and NIS2 for network and information security.
- UNECE conventions open beyond the EU: the Water Convention, the Industrial Accidents Convention, the Air Convention, Aarhus and Espoo.
- ENTSO-E and ENTSOG for coordination of interconnected electricity and gas systems.
- The Central Asian water and energy arrangements, including the Interstate Commission for Water Coordination.
- The Council of Europe Framework Convention on AI, opened for signature in Vilnius.
Questions for the region's interconnected systems.
| Question | Institutions involved |
|---|---|
| How are cross-border electricity emergencies coordinated when one system's defence plan affects another's? | Transmission system operators, regulators, ministries |
| How do subsea cables and pipelines get protected when responsibility is split between states, operators and navies? | Operators, coast guards, regulators |
| How does the Aral Sea basin share water between upstream hydropower and downstream irrigation? | Central Asian ministries and interstate commissions |
Coordination roles, not offices.
No regional host is on record. A Eurasia Nexus Consortium programme page is published by The Global Risks Alliance (GRA) and is marked as forming. Its formation records and participating structures are confirmed by the Secretariat before they are listed here.
| Planned hub | Programme focus | State |
|---|---|---|
| United Kingdom | Four-nation context, coastal and North Sea systems, infrastructure continuity and finance readiness | Planned |
| France | Metropolitan and overseas contexts, Mediterranean systems, grids and European interoperability | Planned |
| Switzerland | Alpine systems, watersheds, methods, standards, international institutional interfaces and finance readiness | Planned |
| Türkiye | Seismic resilience, cities, reconstruction readiness and strategic corridors | Planned |
A planned hub is a proposed coordination role for shared-system work across a group of countries. It is not an operating site, an office or an exclusive territory, and countries listed in a hub's scope do not, by that fact, have constituted programmes.
Leadership and dialogue in the region.
Shared-river and grid questions are the clearest case for GRF's convening role in the region: navigation authorities, power operators, farmers and cities draw on the same rivers in drought years.
Shared-system dialogues
Documented dialogues among the authorities, operators and communities who share a system, with agreements and dissent recorded.
Regional roles in formation
Regional leadership roles are in formation; their scope is published only once adopted. See Regional leadership.
Regional missions
Regional missions can be proposed to Nexus Universe and admitted at gate G1 against published criteria.
What is in place, and what is not.
- Programme state: forming. No regional programme decision, host agreement or hub is described as operating.
- National structures keep agenda authority and may decline participation or data sharing.
- No regional body binds a country, and withdrawal never erases other parties' lawful work.
- GRF convenes and records. It does not regulate, finance, procure or certify.
Where to go next.
The regional desk, run by the Consortium Secretariat, is europeeurasia@therisk.global. The acknowledgement gives a reference and names the next step. The technical view of the region is on GCRI's Europe and Eurasia region page, and its financial-system questions on GRA's Europe and Eurasia region page. Other regions on this site include Africa and Asia and the Pacific, all listed on Regional cooperation.
Terms used on this page.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Interconnection | Transmission links between power systems or countries that let them share reserves and trade power, and also share disturbances. |
| Transboundary basin | A river, lake or aquifer basin shared by two or more countries, where use upstream changes the water, sediment and risk that arrive downstream. |
| Energy security | The uninterrupted availability of energy sources at an affordable price, in the IEA's definition, with long-term and short-term dimensions. |
