Dialogue outcomes
This page publishes the approved outcomes of dialogues convened by The Global Risks Forum (GRF): dialogue records, consultation records and the commitments participants chose to make. An outcome appears only once its record has been checked by participants and approved for release. A record states what was agreed and where participants disagreed; it never implies consensus that did not exist. No dialogue outcome has been released yet. This page explains what each record contains and how to read it.

The short answer.
GRF dialogue outcomes are the approved records of dialogues: dialogue and consultation records and the commitments participants chose to make. An outcome appears only after participants check it and it is approved for release, it states agreement and disagreement and never implies consensus, and no outcome is released yet.

What each published record is designed to include.
| Element | What it shows |
|---|---|
| Question and scope | What the dialogue set out to answer, and what it did not cover |
| Participants | Institutions and constituencies present, named only with consent |
| Agreements | Points every participating institution accepted |
| Dissent | Points where participants disagreed, recorded as such |
| Commitments | Actions an institution chose to take, with its own follow-up date |
| Open questions | What remains unresolved and who might take it up |
| Withheld parts | A note where restricted information or protected knowledge was withheld |
| Version history | Corrections since release |
Five kinds of record and how to read them.
| Record | What it contains | What it is not |
|---|---|---|
| Outcome note | Agreed points, open questions, dissent | A negotiated text binding anyone |
| Options paper | Policy or institutional options with evidence and trade-offs | A recommendation of one option |
| Responsibility map | Decision holders, triggers and channels as participants described them | A legal opinion |
| Commitment register entry | A participant's voluntary undertaking in its own words | An obligation imposed by GRF |
| Exercise proposal | A question to be tested in the annual programme | A confirmed mission |
How commitments are followed without becoming obligations.
Registers of voluntary commitments exist in several regimes, from the UN Ocean Conference to the Sendai Framework voluntary commitments platform. Their common weakness is follow-up. GRF asks each institution making a commitment to name a review date and a public record where progress can be checked, and lists the commitment as stated, reported, or lapsed, based on that institution's own reporting.
What an outcome is, and what it is not.
- An agreement binds only the institutions that made it, under their own authority.
- A commitment is a statement by the committing institution, not an obligation GRF enforces.
- A record is not a GRF recommendation, unless a separate GRF analysis says so and is labelled as such.
- A record is not a decision of any government, regulator or operator.
How commitments are tracked.
Where participants agree, commitments are revisited at a later dialogue or council session, and progress is added to the record as a new version. Lessons GRF draws across several dialogues are published on Institutional learning. Findings that feed the annual programme follow the Nexus Universe process on the Evidence and outcomes page.
No outcome is released yet.
Records appear here as they are approved. To ask about a dialogue or its record, write to dialogues@globalriskforum.com. To request a correction, write to integrity@globalriskforum.com. Each acknowledgement gives a reference and names the next step. GCRI publishes its research outputs on the GCRI research library.
Terms used on this page.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Consensus | Adoption of a decision without formal objection, the default practice in UN climate and biodiversity meetings. |
| Recommendation tracking | Following review recommendations over time to record whether and how they were implemented. |
| Version of record | The fixed version of a work that a publisher formally declares published; later changes appear as dated corrections or new versions, never as silent edits, in the sense NISO's journal article versions recommendation uses. |
