Research and universities constituency
Universities and research institutions take part in The Global Risks Forum (GRF) through the research and universities constituency council, one of five constituency councils through which institutions participate in the National Nexus Consortium (NNC). The council is designed to bring scholarship into institutional dialogue on shared risk while protecting what makes it valuable: independence. Research institutions contribute questions, methods, challenge and people. They keep full academic freedom, and no other participant, host or sponsor can shape their conclusions.

The short answer.
The research and universities constituency is the GRF council through which universities and research institutions take part in the National Nexus Consortium, bringing scholarship into institutional dialogue on shared risk. It is designed to protect scholarly independence, including the freedom to publish findings that participants dislike.

Research questions
Framing what institutions do not yet know about a shared risk, and which questions are worth testing.
Methods and challenge
Scrutiny of evidence and options in dialogues, with the uncertainty and limits stated plainly.
Researchers and students
Researchers in dialogues and working groups, and students in supervised, bounded assignments through the National Working Groups (NWG).
What universities bring, and what they need protected.
| Contribution | Protection needed |
|---|---|
| Independent analysis of governance questions | Freedom to publish findings unwelcome to participants |
| Students and early-career researchers in dialogues and exercises | Supervision and credit for their work |
| Long-term data and case archives | Licences and data protection respected |
| Teaching material from real cases | Consent of institutions described |
Academic freedom principles, such as those in the UNESCO Recommendation concerning the Status of Higher-Education Teaching Personnel, apply in GRF settings.
Where research institutions plug in.
Research questions with a governance angle sit on Research Nexus; science-based evidence work with GCRI; financial research with GRA research.
Safeguards for scholarly independence.
- The institution keeps full control of its research agenda, publications and conclusions.
- Participation is not endorsement: a university's presence in a dialogue does not mean it endorses the record or any policy option.
- Scientific and editorial acceptance stays with qualified, conflict-managed reviewers and the publisher; institutional influence cannot decide a conclusion.
- Scientific publication authority in the programme sits with The Global Centre for Risk and Innovation (GCRI), not with GRF.
- Interests, including funding sources relevant to a matter, are declared, and a conflicted researcher does not decide or sign the matter it concerns.
- Data contributed under agreed rights stays under those rights; nothing is shared without agreement.

Written terms
Terms with the correct parties and scope. Ordinary working-group participation carries no fee, and no fee amount is published until a schedule is adopted.
Institutional membership does not create a Leadership Council seat for any staff member. Individual leaders follow the separate nominations and selection procedure.
Where research meets the network.
Research dialogue at GRF is carried by Research Nexus, which works on institutional research dialogue and evidence interpretation without taking over GCRI's scientific publication role. GCRI's route for universities and researchers covers research partnerships, methods and publication. Other constituencies are state and government, industry and standards, media and civil society and communities and Indigenous institutions., all described on Leadership and councils.
