Nominations and selection
Leaders join the Leadership Council of The Global Risks Forum (GRF), which corresponds to the National Leadership Council (NLC), through a formal procedure: a nomination or application with evidence, a review, an invitation with written terms, and a structured first year. Selection always comes before any contribution. This page sets out the intended eligibility, the evidence the procedure is designed to ask for and how review and appeal work. Nominations and applications open only when the procedure's terms and review capacity are in place; until then, enquiries receive a reference.

The short answer.
Nominations and selection is the formal procedure by which leaders join the GRF Leadership Council: a nomination or application with evidence, a review, an invitation with written terms and a structured first year. Selection always comes before contribution, decisions can be challenged, and nominations open only when their terms exist.

Who the procedure is designed for.
The Leadership Council is for individuals in a personal capacity. The procedure is designed to look for responsibility and contribution, not title or seniority alone.
- A record of leadership on a shared risk in public authorities, operators, research, civil society, communities or finance.
- Willingness to declare relevant interests before review and to step back from matters they concern.
- Capacity to commit time to a structured year: a baseline, a contribution plan and quarterly work.
- Acceptance of the conduct expectations and council rules published before applications open.
- Nomination by a third party or self-application. The seat is personal, so an employer does not own it and cannot pass it to someone else.
Published criteria and how they are weighed.
| Criterion | Evidence asked for |
|---|---|
| Record of cross-mandate work | Examples of decisions or arrangements the nominee contributed to |
| Subject knowledge | Publications, roles or practice in the field |
| Independence | Declaration of interests |
| Commitment | Time available and the contribution proposed |
Review panels also consider balance across gender, region, sector and generation, as many appointment processes for expert panels now do.
Due process for nominees.
- Reasons are given for every decision.
- A nominee may ask for review by a different panel.
- Reviewers declare conflicts and step aside where needed.
- Personal data from nominations is kept only as long as the privacy notice says.
Four steps, each with a record.
- 01
Nomination or application
A candidate applies or is nominated, with the evidence the selection procedure requests and a declaration of interests.
- 02
Review
A leadership and capability diagnostic, followed by a fit-and-proper and conflict review. A reviewer with a declared conflict does not take part in the decision.
- 03
Invitation and terms
A candidate who is selected receives an invitation with the terms in force for the programme. Any contribution follows selection, never the reverse.
- 04
A structured first year
A Leadership Baseline, an Annual Leadership Contribution Plan, quarterly evidence and a Year-One Gateway that produces a reviewed next step, not an automatic appointment.
A nomination is not a selection, and an invitation is not an office. Council standing does not buy employment, a board seat or restricted data.
How decisions can be challenged.
A reasoned outcome
The procedure is designed so that a candidate who is not selected is told the outcome and the stage at which the decision was made.
Independent complaint route
A complaint about a selection decision is reviewed by someone not responsible for it, through the route on corrections and concerns.
Selection records
Selection decisions are kept on record under the council rules; personal information is handled under GRF's privacy notice.
What is open now.
The current service level is R0, information and enquiries. Global and regional leadership roles are in formation, and their scope is published only once adopted; see global leadership role and regional leadership. Questions about nomination can go to councils@globalriskforum.com; the acknowledgement gives a reference and names the next step. Institutions take part through a different route, described on institutional participation, and the full pathway is on leadership participation.. The council model is introduced on Leadership and councils.
Terms used on this page.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Nomination | The proposal of a person for a council or role, assessed against published criteria with conflicts declared; a nomination is not an appointment until the record says so. |
| Procedural fairness | The perception that decisions are made through fair, transparent and respectful processes. |
| Conflict of interest | A situation in which financial, professional or personal interests could compromise, or appear to compromise, judgement in research or review. |

Start with an enquiry.
The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
