National and regional participation

Countries own their programmes. National structures set their own priorities under their own legal authority, and regions connect them on questions that cross borders. The Global Risks Forum (GRF) brings national leaders and institutions into dialogue and into the annual programme; it never represents a country, and no regional body binds one. Country formation, the regional desks and the planned hubs are coordinated by the Consortium Secretariat, led by GCRI. A country listed in the consortium geography does not, by that fact, have a constituted programme.

01In brief

The short answer.

National and regional participation at GRF starts from national ownership: national structures set their priorities under their own legal authority, and regions connect them on cross-border questions. GRF brings national leaders and institutions into dialogue and the annual programme, never represents a country, and no regional body binds one.

04Three levels

National ownership first, then regional and global cooperation.

National

Country-owned priorities

National structures keep agenda authority and may decline participation or data sharing. A city relationship never becomes national representation.

Regional

Shared-system questions

Six regions bring together questions that cross borders. No regional body binds a country, and withdrawal never erases other parties' lawful work.

Global

The annual programme

National and regional missions are proposed and admitted through the cycle described on national and regional participation in Nexus Universe.

06National fit

Serving national plans.

A programme attaches to national instruments that already exist, such as an NDC, a national DRR strategy or a national action plan for health security, and supports the bodies that own them. Countries are described on countries.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

National Nexus ConsortiumIn the Consortium's national model, the body through which a country's institutions take part in Nexus work, formed under a national record with its own leadership and working groups.

12Questions

Questions and answers.

Is our country part of the programme?
Being listed in the consortium geography does not mean a country has a constituted programme. A national programme exists only when its competent structures have formed it and a record shows it.
Can GRF speak for our country?
No. GRF never represents a country. Only those designated by a country's competent authority can speak for it.
Can a country withdraw?
Yes, at any point. Withdrawal never erases other parties' lawful work, and national data stays under the rights agreed.
How do we start?
Write to your regional desk or to the Secretariat at contact@therisk.global. The acknowledgement gives a reference and names the next step.

Start with an enquiry.

The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
