The short answer.
Question is step one of the eight-step Nexus cycle: the step at which a national, regional or institutional priority is turned into a question that evidence can answer. It is owned by the national, regional or institutional body whose priority it is. At this step GRF convenes leaders to set the governance questions, and the decision at the end of the cycle stays with the competent authority.

Who owns the question step.
National, regional or institutional priority
What makes a governance question answerable.
| Test | Weak form | Answerable form |
|---|---|---|
| Has an owner | How can the region be more resilient to drought? | What should the basin authority change in its drought declaration procedure? |
| Names the decision | What are the risks of AI in public services? | Under what conditions should the benefits agency suspend an automated eligibility check? |
| Bounded in time and place | How do we prepare for the next pandemic? | Who in this country authorises border health measures within the first week of a pandemic emergency? |
| Evidence can move it | Is the system fair? | Which groups are refused most often, and why? |
Where questions come from, and how one is accepted.
- From institutions: a ministry, operator or regional body writes with a question it needs answered.
- From dialogue records: an open question left by an earlier dialogue.
- From exercises: a failure seen in the annual programme.
- From foresight work on Foresight Nexus: an emerging issue that no institution yet owns.
A question is accepted when an institution agrees to own it and to say what it will do with the answer. A question with no owner is recorded as an open issue, which is itself useful information for risk governance.
Then: evidence.
