Programme governance

The Global Risks Forum (GRF) governs Nexus Universe, the annual operating, integration, exercise and learning programme of Nexus Consortiums. Governing means holding a defined set of decisions within GRF's instruments: the annual mandate, mission admission, the gate decisions from G0 to G7 and the authorisation of what is published. Other responsibilities are delegated to the institutions that hold the competence, and every decision about policy, operations or finance stays with the competent authority. This page sets out that division, and the separations that keep it honest.

01In brief

The short answer.

Programme governance of Nexus Universe means the defined set of decisions GRF holds within its instruments: the annual mandate, mission admission, the gate decisions from G0 to G7 and the authorization of what is published. Other responsibilities are delegated to the institutions that hold the competence, under rules that keep governance neutral.

Scoping to review.

Canvas · scoping to reviewDesign, not a record
Programme governance: an exercise from design to lessonsObjectives and a scenario are designed with the owner; injects are scripted; players respond in cells while controllers and observers watch; a hot wash and an after-action report turn observations into owned improvements. Design of the process, not a record of a run.

04What GRF decides

Four decisions held by GRF.

Mandate

The annual mandate

At gate G0, the scope, participating structures, evaluation questions and publication intentions of an edition.

Admission

Mission admission

At gate G1, which missions enter the edition, with reasons recorded. GRF tests inclusion, institutional fit and public-purpose legitimacy.

Gates

Gate decisions

A recorded decision at every gate from G0 to G7. A gate not passed stops the work it governs.

Publication

Publication authorisation

At gate G6, authorisation to publish results that have passed scientific and editorial review.

05Model

A governance role modelled on exercise direction.

National exercise programmes separate the exercise director, who sets objectives and admits participants, from the technical controllers who run the scenario and from the evaluators who judge performance. GRF's role in Nexus Universe follows that separation: it holds direction and admission, GCRI's technical office runs the simulation environment, and evaluation is assigned to people who did not design the scenario.

08Separations

Rules that keep governance neutral.

  • Neither membership nor sponsorship secures mission admission or a computing allocation.
  • Hosting is not ownership: a host gains no control of the programme, its records or its results; see hosts and supporters.
  • A person with a declared conflict does not decide or sign the gate or admission it concerns.
  • GRF does not regulate, finance, procure or certify, so gate decisions confer none of those powers on anyone.
  • Every gate decision is recorded with its reasons and can be challenged through corrections and concerns.

GRF's councils are programme bodies, not the statutory organs of the association. Gate decisions are taken under instruments adopted for each edition, and none is on record yet.

Questions about GRF's governance of the programme.

Questions about how GRF governs Nexus Universe can go to universe@globalriskforum.com; programme enquiries go to the Secretariat at contact@therisk.global. The acknowledgement gives a reference and names the next step. The programme has its own website at universe.nexus, and the Nexus Universe gateway on this site sets out the cycle and how to take part. GCRI's role is described on its Nexus Universe technical office page, and GRA's on its Universe finance-readiness programme page.

12Questions

Questions and answers.

Does GRF run the technical environment?
No. The technical office of GCRI builds and operates the temporary Nexus Core for each edition, qualifies data and methods and captures evidence. GRF governs the programme.
Can GRF overrule a national decision to withdraw?
No. National structures keep their agenda authority and may decline participation or data sharing at any point. Withdrawal never erases other parties' lawful work.
Who holds GRF to its own gate decisions?
Every gate decision is recorded with reasons. Anyone can challenge a decision, and complaints are designed to be reviewed by someone not responsible for the contested decision.
