Leadership at Universe

Leadership deliberation is one of the ten tracks of the Nexus Universe action week. Leaders from public authorities, operators, research, civil society and communities examine what the exercises reveal and what it means for the institutions they lead. The Global Risks Forum (GRF) convenes these exchanges as part of its leadership and dialogue role. They are designed to be candid, recorded and bounded: deliberation informs institutions, but no session takes decisions that belong to governments, operators or licensed institutions. Public-safe sessions open the programme to wider audiences without exposing restricted work.

01In brief

The short answer.

Leadership at Universe is the leadership deliberation track of the Nexus Universe action week, in which leaders from public authorities, operators, research, civil society and communities examine what the exercises reveal and what it means for their institutions. GRF convenes these exchanges, designed to be candid, recorded and bounded.

Leadership at Universe: an exercise from design to lessonsObjectives and a scenario are designed with the owner; injects are scripted; players respond in cells while controllers and observers watch; a hot wash and an after-action report turn observations into owned improvements. 04Three kinds of session

How leaders take part during the action week.

Deliberation

Leadership deliberation

Leaders examine exercise observations and adverse findings, and agree what their institutions need to change or test next.

Exchange

Institutional exchanges

Structured exchanges between institutions that share a risk, run to GRF's dialogue methods and recorded.

Public

Public-safe sessions

Sessions for wider audiences, designed so that restricted information and simulated warnings never reach them.

05Session types

From hot wash to strategic deliberation.

SessionWhenPurpose
Hot washImmediately after an exercise segmentCapture what participants saw while it is fresh
Leadership debriefSame or next daySenior participants examine decisions taken and not taken
Strategic deliberationEnd of the action weekLeaders discuss what the exercise implies for their institutions

Hot washes and debriefs are standard exercise practice; the strategic session is where GRF's dialogue rules apply in full.

06Outputs

What a leadership session leaves behind.

  • A non-attributed summary of insights, reviewed by participants.
  • Voluntary commitments, each in the committing institution's words.
  • Questions for the next annual cycle, with a proposed owner.
07Roles

Who does what in a session.

RoleResponsibilityLimit
Convener (GRF)Sets the question, the inclusion procedure and the recordTakes no position on the substance and decides nothing for participants
LeadersBring their institution's perspective and commitmentsSpeak in their stated capacity; a personal seat is not an institutional mandate
EvaluatorsPresent observations from the exercisesReport against objectives; a conflicted evaluator does not present on the matter
Rights-holders and public-interest challengersChallenge findings and options from affected perspectivesProtected knowledge is used only under agreed terms
08Rules for every session

How deliberation stays honest.

  • Each session starts from a stated question and ends with a record of agreements, commitments and dissent.
  • Silence is never reported as agreement, and a record is not consensus.
  • Records are published only as participants agree; restricted sessions stay restricted.
  • No session announces a decision on behalf of a government or institution.
  • Neither membership nor sponsorship buys a speaking role, an agenda item or a finding.

Leadership sessions run only once an edition is authorised. No edition is on record yet.

09Year-round connection

Where leadership work continues.

The action week is the culmination of year-round work. Leaders take part through the Leadership and councils model, and institutions through institutional dialogues during the year. Records of council work appear on council work and transparency. The track list and cycle are on the Nexus Universe gateway and the annual operating cycle page.

12Questions

Questions and answers.

Is Nexus Universe a leaders' summit?
No. It is an annual operating, exercise and learning programme. Leadership deliberation is one track, focused on what tests reveal, not a conference or a series of speeches.
Can sessions be confidential?
Yes. Restricted sessions stay restricted, and the public record notes only what participants agree to publish.
How is a leader invited?
Through the council model and the edition's mandate. Questions about leadership participation can go to councils@globalriskforum.com; the acknowledgement gives a reference and names the next step.
