Nexus Consortium relationship
Nexus Consortiums are the global-to-regional-to-national architecture through which Nexus Foundry is operated by national and regional consortiums, through their host and lead organizations. The programme is led by three pillar not-for-profit institutions, each with a distinct responsibility: The Global Centre for Risk and Innovation (GCRI) for evidence, methods and the Consortium Secretariat; The Global Risks Forum (GRF) for leadership, dialogue and Nexus Universe governance; and The Global Risks Alliance (GRA) for finance, insurance and development readiness. This page explains how the three roles complement each other.

The short answer.
The Nexus Consortium relationship is the division of roles among the three pillar institutions of Nexus Consortiums: GCRI for evidence, methods and the Consortium Secretariat, GRF for leadership, dialogue and Nexus Universe governance, and GRA for shared financial-sector understanding. The page explains how the roles meet and what the relationship does not create.

Complementary roles in one programme.
Evidence and the Secretariat
Research, development and policy research, working across Canada and the United States.
Leadership and governance
Councils, institutional dialogue, the annual agenda and governance of the Nexus Universe programme, from Switzerland.
Finance readiness
Translating risk evidence into the questions finance, insurance and development institutions ask, never an approval or a transaction.
What passes between the three institutions, and in which form.
| From | To | What passes | Form |
|---|---|---|---|
| GCRI | GRF | Evidence for a dialogue question | Evidence brief with labels, sources and limits |
| GRF | GCRI | A question institutions need answered | Question note with an accountable owner |
| GRF | GRA | A record that has financial implications | Outcome note, shared with consent |
| GRA | GRF | A financial reading for deliberation | Options note, never a transaction or approval |
Each hand-off is a document a reader can inspect. No institution relabels another's output: a GCRI model run stays a model run in a GRF record, and a GRA financial reading stays a reading in a GRF options paper.
The reason the roles do not merge.
The separation follows a principle familiar from science advice and from financial regulation: those who produce evidence, those who deliberate on it and those who allocate money should be distinguishable, so that each can be questioned on its own terms. The GCRI and GRA sites describe the relationship from their sides.
How the roles meet in practice.
| Moment | GCRI | GRF | GRA |
|---|---|---|---|
| Agenda formation | Classifies what is observed, unknown and worth testing | Tests inclusion, institutional fit and public-purpose legitimacy | Identifies financial transmission and protection gaps |
| Nexus Universe | Technical office: scoping, qualification, the Core build and exercise control | Programme governance: mandate, admission, gates and publication | The finance and insurance readiness track |
| Participation | Country formation and regional desks | Councils for institutions, leaders and experts | The financial institutions and regulators pathway |
| Publication | Scientific and methods review | Dialogue records and governance papers | Readiness analyses and professional briefs |
What the relationship does not create.
- No institution is the legal parent, treasury, employer or agent of another, or of the participants.
- Statuses held by one institution do not extend to the others.
- Each institution has its own governance, privacy notice and controller; enquiries are not shared across institutions for marketing.
- Decisions and execution stay with the relevant government, operator or licensed institution.
