Global leadership role
Nexus Consortiums are designed to have leadership at global level as well as national and regional level, so that lessons from many countries can be compared and the annual programme can draw on leaders with cross-border experience. That global leadership role is in formation. The Global Risks Forum (GRF) will publish its scope, constitution, selection procedure and members on this page only once they are actually adopted. Until then, no one is presented as a member of a global council, and no global council decision exists.

The short answer.
The global leadership role of Nexus Consortiums is a planned level of leadership that would let lessons from many countries be compared and give the annual programme leaders with cross-border experience. It is in formation; GRF will publish its scope, constitution, selection procedure and members only once they are adopted.

Ways a global leadership body could be constituted.
| Option | Strength | Risk |
|---|---|---|
| Representatives of regional councils | Rooted in regional work | Slow to form; depends on regional councils existing |
| Independent appointees chosen on criteria | Expertise and independence | Weak connection to national programmes |
| Mixed model | Balances both | More complex rules |
No option is adopted. This table sets out the trade-offs the constitution must resolve, as other forums have had to.
What any global body must avoid.
- Speaking for countries that have not agreed to be spoken for.
- Regional imbalance in membership.
- Prominence of individuals substituting for the record of their work.
What the constitution must settle before adoption.
- Purpose: what the global role contributes that national and regional councils cannot.
- Relationship to national primacy: how it supports national councils without overriding them.
- Composition: how members are selected, from which constituencies and regions, and for what term.
- Limits: what membership does not confer, including authority over findings, the association or any participant.
- Accountability: conflict rules, records and how members can be removed.
- Relationship to statutory governance: confirmation that it is a programme body, not a statutory organ.

Before contribution
Selection precedes any payment; standing is never bought.
Not an employer's seat
Leaders serve in a personal capacity, and an employer does not own a seat.
Published work
Agendas, approved minutes and commitments are published as participants agree.
Terms used on this page.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Council | In the Forum's architecture, a body of leaders convened under written rules to deliberate on governance questions; membership confers no authority over findings and no power to decide for any institution. |
| Nomination | The proposal of a person for a council or role, assessed against published criteria with conflicts declared; a nomination is not an appointment until the record says so. |
| Programme status | The recorded state of a programme on Nexus pages: exploring, forming, constituted, active, paused or archived. A plan is never presented as an activity. |
