Mandate, publisher and status

Capital Nexus is a specialist platform of The Global Risks Forum (GRF), a Swiss association with a public-good, not-for-profit purpose and one of the three pillar institutions of Nexus Consortiums. 01In brief

The short answer.

Capital Nexus is a specialist platform of The Global Risks Forum for development finance, sovereign and public finance, and financial stability. Its mandate covers capital-related institutional dialogue focused on risk-informed investment policy and public-good readiness, not finance execution. GRF publishes it, answers for its content and takes no decision on anyone's behalf. It is established and works at service level R0, information and enquiries.

02Canvas

Mandate to authority.

How Capital Nexus is governedA mandate sets the platform's scope; an editor and reviewers govern what it publishes; programmes and the community supply the work; the integrity route handles corrections; authority over decisions stays outside. Design of the governance, not a record.

04Mandate

Institutional dialogue on capital for public good.

Capital Nexus covers capital-related institutional dialogue focused on risk-informed investment policy and public-good readiness. It does not execute finance.

Field

Scope

Development finance, sovereign and public finance, and financial stability, seen as governance questions.

Community

Who takes part

Policy economists, development experts, public institutions and finance governance researchers.

Outputs

What it publishes

Capital governance briefs and records of resilience finance dialogues.

05Remit

The governance of finance for risk and resilience.

Capital Nexus examines the rules that govern money for resilience: who sets the triggers of pre-arranged finance, how public development banks decide risk appetite for adaptation, how sovereign debt instruments treat disasters and how loss and damage funds are accessed. It is a governance forum. It does not arrange, allocate, price or recommend any investment.

  • In scope: decision rules of funds, pools, contingent instruments and public lenders.
  • Out of scope: financial analysis, which belongs to GRA, and any transaction.
06Publisher

GRF answers for what the platform publishes.

GRF is the responsible publisher of globalriskforum.com and its specialist platforms, including Capital Nexus. It answers for content, for the conduct of dialogues it convenes and for corrections. Editorial coverage of each topic requires named subject review, references and relevant independent specialist voices, and dialogue records state who took part in what capacity.

Capital Nexus is an established platform. Its existing community and published root are preserved, and its activity is substantiated by audit before it is described here. The current service level is R0: information and enquiries.

07Limits

What Capital Nexus never does.

  • GRF convenes and governs programmes. It does not regulate, finance, procure or certify, and hosting or sponsorship confers no authority over findings.
  • It does not select, recommend, arrange, approve or invest in any project, fund or security, and it introduces no counterparties.
  • It gives no investment, legal or tax advice, and a dialogue record is not a policy commitment by any participant.
  • It does not speak for any government, central bank, development bank or supervisor.
  • Decisions on capital remain with the competent authorities and institutions; see decision-rights context and transparency, rights and safeguards.
08Connections

Where the platform sits.

Capital Nexus is one of the GRF specialist platforms. Finance-sector understanding of the same subjects is built by The Global Risks Alliance (GRA), for example on Development Finance Nexus, and research by The Global Centre for Risk and Innovation (GCRI) on Economic Development.
