Leadership participation
Individual leaders take part in The Global Risk Forum (GRF) through the Leadership Council, the National Leadership Council (NLC). Selected in personal capacity through nomination and review, they work through a structured year: a baseline, a contribution plan, quarterly evidence. The work is real: framing national questions, mentoring, contributing to missions, deliberating on what exercises reveal. A year builds a record, not an office.

Quarterly evidence and Year-One Gateway
Quarterly work, mentoring and mission contribution, reviewed at the end of the first year.
From enquiry to contribution.
Fig.The path from an enquiry to a credited contribution. Design, not a record; no step creates membership.
What a year on the Leadership Council involves.
| Activity | Typical commitment |
|---|---|
| Council sessions | Several per year, remote or in person |
| Sponsoring a dialogue question | Helping frame and follow one question |
| Leadership session in the action week | Participation in deliberation |
| Record of service | A short account of contributions, reviewed |
Who the Council is designed to include.
The Council is designed to include leaders from public authorities, operators, research, civil society and communities, with balance across gender, region and generation. Youth leaders take part on the same terms as others, reflecting the attention to young people in the Pact for the Future.
What a year of leadership leaves behind.
Where you started
A Leadership Baseline that states your starting capability and the questions you will work on.
What you did
Quarterly evidence of contribution, reviewed rather than self-declared.
What comes next
A Year-One Gateway that produces a reviewed next step. It may be continuation, a new focus or completion.
What a seat is not.
| A Leadership Council seat | Is not |
|---|---|
| A personal role, held in your own capacity | A seat owned by your employer, or transferable to a colleague |
| A structured year of contribution | An office of GRF, a government or any institution |
| A record of service you can describe accurately | An endorsement by GRF of you or your institution |
| Participation in deliberation | Employment, a board seat or access to restricted data |
Global and regional leadership roles are in formation, and their scope is published only once adopted.

The council model and its limits: Leadership and councils and what membership means. All pathways: Participate. Development: leadership development. The annual programme: leadership at Universe. Nomination questions: councils@globalriskforum.com; the acknowledgement gives a reference and names the next step.
Any fee, sponsorship or contribution in kind runs under its own written agreement, naming the parties, the amount and currency where there is one, what it covers and how it ends. Taking part, paying or sponsoring never confers GRF endorsement or authority to act or speak for it.
