Regional cooperation
Nexus Consortiums organise cross-border work in six regions: Africa; Asia and the Pacific; Europe and Eurasia; Latin America and the Caribbean; the Middle East and North Africa; and North America. Each region brings together the questions that cross national borders, such as shared basins, power systems, corridors and health systems, and fifteen planned hubs are proposed as coordination roles across them. All six regions are forming. No hub operates yet, and hubs are never offices or territories. This page summarises each region from the perspective of The Global Risks Forum (GRF).

The short answer.
Regional cooperation in Nexus Consortiums is organized in six regions, Africa, Asia and the Pacific, Europe and Eurasia, Latin America and the Caribbean, the Middle East and North Africa, and North America, each gathering questions that cross borders. Fifteen planned hubs are proposed as coordination roles, and all six regions are forming.

A planned hub is a proposed coordination role, not an operational site. Countries listed in a region do not, by that fact, have constituted programmes.
Each region already has its own rulebook.

Regional work supports regional institutions.
GRF regional dialogues are designed to sit alongside these processes, preparing cross-border questions in a form that regional bodies can take up. Regional pages describe systems and frameworks; they do not imply any regional organisation participates.
Leadership and dialogue across borders.
Shared-system questions
Regional dialogues bring together the authorities and operators who share a basin, grid or corridor.
Regional councils in formation
Regional leadership roles are in formation; their scope is published only once adopted. See Regional leadership.
Regional missions
Regional missions can be proposed to Nexus Universe through the annual cycle.
What regional cooperation never does.
- No regional body binds a country.
- Withdrawal never erases other parties' lawful work.
- Regional work compares compatible evidence without merging national data or authority.
Regional desks.
Each region has a desk run by the Consortium Secretariat, for example africa@therisk.global. All six desks are listed on Contact GRF, and each acknowledgement gives a reference and names the next step. The Secretariat describes the regions in technical detail on GCRI's six programme regions, and GRA's finance view is on GRA regional programmes.
Terms used on this page.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Multi-level governance | Shared decision-making across local, regional, national and international levels of government. |
| Subsidiarity | The principle that a decision is taken at the lowest level able to take it well, with a higher level acting only where the objective cannot be achieved closer to the people concerned; the Treaty on European Union states it. |
| Transboundary basin | A river, lake or aquifer basin shared by two or more countries, where use upstream changes the water, sediment and risk that arrive downstream. |
