GRF in the Consortium
Nexus Foundry is operated at national and regional level by Nexus Consortiums through their host and lead organizations, within a multilateral programme led by three pillar not-for-profit institutions: The Global Centre for Risk and Innovation (GCRI), The Global Risks Forum (GRF) and The Global Risks Alliance (GRA), on a public-private-planet partnership. Within that programme, GRF carries leadership, institutional dialogue and the governance of Nexus Universe. This page states that responsibility precisely, and what GRF leaves to others.

The short answer.
GRF's role in the Consortium is to carry leadership, institutional dialogue and the governance of Nexus Universe within Nexus Consortiums, the programme led by GCRI, GRF and GRA on a public-private-planet partnership. The page sets out what GRF leads, who is accountable for what and GRF's step in forming the annual agenda.

GCRI describes its evidence role; GRA describes its financial role. No row in the table above gives one institution authority over another's output.
Who is accountable for what.
| Function | Accountable | Meaning |
|---|---|---|
| Integrated Consortium Secretariat | GCRI Canada within the approved lead mandate | One coordinated programme with separate institutional responsibilities |
| Evidence, methods and technical assistance | GCRI technical and evidence stewardship | Problems become testable questions and reusable capability |
| Leadership, convening and Universe governance | GRF within its instruments | Year-round participation culminates in structured annual work |
| Finance, insurance and development readiness | GRA | Risk evidence becomes diligence material, never an approval or a transaction |
| National agenda | Competent National Nexus structures | National ownership comes before federation |
| Decisions and execution | The relevant government, operator or licensed institution | The programme prepares evidence; competent actors decide |
GRF's step in forming the annual agenda.
The annual agenda is designed to form in stages, each owned by the institution responsible for it. National Desks collect material questions. GCRI's evidence process classifies what is observed, unknown and worth testing. GRF's participation process tests inclusion, institutional fit, leadership demand and public-purpose legitimacy. GRA identifies financial transmission and protection gaps without selecting investments. The authorised annual mandate then sets scope and evaluation questions, and national structures may still decline participation or data sharing.
GRF does not regulate, finance, procure or certify. GCRI works across Canada and the United States.
