Leadership and councils
The Global Risks Forum (GRF) builds leadership for shared risk through councils: institutions in constituency councils, individual leaders in the Leadership Council and experts in working groups. Each corresponds to one of the three national participation pillars of Nexus Consortiums, so a council seat, an institutional membership and a working-group assignment are never confused. Councils are programme bodies; they are not the statutory organs of the association. This section explains the council architecture, how nominations and selection work and what a seat does not confer.

The short answer.
Leadership and councils at GRF is how institutions, leaders and experts take part in Nexus Consortiums: institutions in five constituency councils, individual leaders on the Leadership Council and experts in working groups, each matching a national participation pillar. Councils are programme bodies, not statutory organs, and nominations open only when their terms exist.

Each council belongs to one Nexus structure.
| On this site | Nexus structure | Who is the member |
|---|---|---|
| Constituency councils | National Nexus Consortium (NNC), institutional participation | The institution, through authorised representatives |
| Leadership Council and national leadership councils | National Leadership Council (NLC), leadership | The selected individual, in a personal capacity |
| Working groups | National Working Groups (NWG), expert work | Experts and practitioners, by competence, with no fee for ordinary participation |
Global and regional councils are in formation. Their scope is published only once adopted.
Adaptive leadership across mandates.
Leadership research distinguishes technical problems, which an expert can solve with known methods, from adaptive challenges, which require the people with the problem to change how they work. Most shared risks are adaptive: a basin drought or a cross-border outbreak cannot be fixed by one agency's expertise. Leadership in GRF's sense is therefore the practice of convening across mandates, holding disagreement long enough to reach a workable arrangement and accounting for the result.
How other forums organise leadership.
| Structure type | Example of the type | What GRF takes from it |
|---|---|---|
| Constituency-based stakeholder groups | The major groups and other stakeholders system at the UN | Each constituency organises itself and chooses its own representatives |
| Independent expert panels | Panels appointed in a personal capacity to advise intergovernmental processes | Members serve as individuals, not as delegates |
| Networks of practitioners | Professional associations of emergency managers or regulators | Peer accountability through published practice |

Five constituency councils for institutions.
Financial institutions and regulators take part through a cross-cutting pathway led with The Global Risks Alliance (GRA), described on GRA industry councils.
Leadership is measured by reviewed contribution.
A starting point
Each leader begins with a Leadership Baseline and an annual contribution plan.
Quarterly work
Contribution is recorded quarterly and reviewed, not counted by attendance.
A reviewed next step
A Year-One Gateway produces a reviewed next step, not an automatic appointment.
Nominations open when their terms exist.
The current service level is R0: information and enquiries. Nominations and applications open only when their terms and review capacity are in place. Questions about councils can go to councils@globalriskforum.com; the acknowledgement gives a reference and names the next step. See also What membership means and Council work and transparency.
Terms used on this page.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Council | In the Forum's architecture, a body of leaders convened under written rules to deliberate on governance questions; membership confers no authority over findings and no power to decide for any institution. |
| Constituency | A group of institutions or people with a shared stake, such as governments, research, industry, media or Indigenous communities, represented in a council so that its perspective is heard. |
| National Leadership Council | In the national model, the leadership body that sets a country programme's priorities and answers for its conduct, convened under written rules. |
| National Nexus Consortium | In the Consortium's national model, the body through which a country's institutions take part in Nexus work, formed under a national record with its own leadership and working groups. |

The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
