National leadership
The National Leadership Council (NLC) brings individual leaders together in each country programme, selected in a personal capacity to contribute to national priorities on shared risk. On this site it is the Leadership Council, organised through national leadership councils. National primacy is its first rule: the council serves the country's own programme, which keeps its agenda authority. This page explains what an NLC member contributes, how selection works, what service looks like and what a seat never confers.

The short answer.
National leadership at GRF is the National Leadership Council, which brings individual leaders together in each country programme, selected in a personal capacity to contribute to national priorities on shared risk. National primacy is its first rule: the council serves the country's own programme, which keeps its agenda authority.

What a national leader brings.
Leadership on shared risk
Framing national questions, connecting institutions and deliberating on what tests and evidence reveal.
Building others
Mentoring working-group members and emerging leaders through the year.
Contribution to the annual programme
Contributing to national missions and to leadership deliberation in Nexus Universe.
Councils alongside existing national platforms.
Many countries already have national platforms for disaster risk reduction under the Sendai Framework, national climate change councils or One Health coordination committees. A national leadership council is designed to complement these, bringing individual leaders across sectors into the questions those platforms set, not to replace them. A country programme starts by mapping the bodies that already exist.
| Existing body | Mandate | Where a leadership council adds |
|---|---|---|
| National platform for DRR | Coordinate risk reduction across government | Cross-sector leaders from outside government |
| National climate council | Advise on climate policy | Links to disaster, health and finance |
| One Health committee | Coordinate human, animal and environmental health | Links to infrastructure and economy |
What serving in a personal capacity means.
A leader serves in a personal capacity and speaks for no employer. Interests are declared on appointment and updated; a leader steps out of discussion where an interest conflicts.

The council serves the country's programme.
- National structures keep agenda authority and may decline participation or data sharing.
- An NLC member does not represent the government unless the government says so in its own instrument.
- A city relationship never becomes national representation.
- Council standing does not buy office, employment, a board seat or restricted data, and an employer does not own a personal seat.
No national leadership council is described as constituted on this site without a record. Fee amounts are not published until one schedule is adopted with its issuer, currency, effective date and scope.
