History and institutional development

This page records the institutional development of The Global Risks Forum (GRF) as dated, verified milestones, each with its actual status. A milestone is added only when a record supports it: an adopted instrument, an executed agreement or a published decision. Statements made on earlier versions of GRF's websites are not carried forward unless a record supports them. The history therefore starts from what can be shown today and grows as records are approved for publication.

01In brief

The short answer.

The GRF history page records the Forum's institutional development as dated, verified milestones, each with its status, added only when a record supports it: an adopted instrument, an executed agreement or a published decision. Claims made on earlier versions of GRF's websites are reviewed and not repeated without a record.

02Canvas

Mandate to authority.

Canvas · mandate to authorityDesign, not a record
How The Global Risks Forum is governedA mandate sets the platform's scope; an editor and reviewers govern what it publishes; programmes and the community supply the work; the integrity route handles corrections; authority over decisions stays outside. Design of the governance, not a record.

06Context

The wider history the forum sits in.

Forums on shared risk have a long lineage: the International Decade for Natural Disaster Reduction in the 1990s, the Hyogo and Sendai frameworks, the Global Platform for Disaster Risk Reduction, and the many independent forums that convene officials and experts. GRF's history page records only its own milestones; context is described so readers can place it.

07Method

How a milestone is added.

  1. 01

    A record exists

An adopted decision, executed instrument or published outcome, held by the responsible owner.

  2. 02

    The date is verified

The date of the record, not of an announcement.

  3. 03

    The status is stated

Proposed, adopted, executed, operating, completed or withdrawn.

  4. 04

    Corrections are kept

If a milestone is corrected, the earlier version stays visible in the correction history.

08Earlier wording

Older claims are reviewed, not repeated.

Earlier versions of GRF pages contained wording that does not meet the current editorial rules, such as superlatives and scale claims without records. Those statements are retired unless a record supports them. If you hold a record of a past GRF activity that should appear here, write to integrity@globalriskforum.com. The acknowledgement gives a reference and names the next step. GCRI keeps its own history on GCRI institutional history.

A gap in this history means that no record has yet been approved for publication. It is not a statement that nothing happened.

09Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
Institutional memoryThe knowledge an organization keeps about its own decisions, lessons and reasons, held in records and people, so that later decisions can draw on earlier ones.
ProvenanceInformation about the entities, activities and people involved in producing a record, used to judge its quality and reliability, in the W3C PROV model.
Silent editA change to a published record made without a new version, notice or date.

11Questions

Questions and answers.

Why does the history start so recently?
Because only milestones with a verified record are published. Earlier activity is added once its records are reviewed.
Are past events claimed on old pages still valid?
Not automatically. Claims on earlier pages are reviewed against records before reuse, and those without a record are retired.
Can a milestone be removed?
A milestone can be corrected or marked withdrawn. The correction is recorded as a new version rather than a silent edit.
Where is the history of the wider programme?
Each pillar institution keeps its own history. Programme-level developments, such as the formation of regions and the authorisation of a Nexus Universe edition, are recorded by the responsible owner and linked from here once published. See GRF in the Consortium for how the programme is organised today.
