GRF

Leadership and councils

The Global Risks Forum (GRF) builds leadership for shared risk through councils: institutions in constituency councils, individual leaders in the Leadership Council, experts in working groups. Each maps to one national participation pillar, so a seat, a membership and an assignment are never confused. Leading on shared risk means acting across mandates on incomplete evidence, then accounting for the result. See the council architecture and nominations and selection.

02Three pillars

Each council belongs to one Nexus structure.

On this siteNexus structureWho is the member
Constituency councilsNational Nexus Consortium (NNC), institutional participationThe institution, through authorised representatives
Leadership Council and national leadership councilsNational Leadership Council (NLC), leadershipThe selected individual, in a personal capacity
Working groupsNational Working Groups (NWG), expert workExperts and practitioners, by competence, with no fee for ordinary participation

Global and regional councils are in formation. Their scope is published only once adopted.

03What leadership means here

Adaptive leadership across mandates.

Leadership research distinguishes technical problems, which an expert can solve with known methods, from adaptive challenges, which require the people with the problem to change how they work. Most shared risks are adaptive: a basin drought or a cross-border outbreak cannot be fixed by one agency’s expertise. Leadership in GRF’s sense is therefore the practice of convening across mandates, holding disagreement long enough to reach a workable arrangement and accounting for the result.

05Comparable structures

How other forums organise leadership.

Structure typeExample of the typeWhat GRF takes from it
Constituency-based stakeholder groupsThe major groups and other stakeholders system at the UNEach constituency organises itself and chooses its own representatives

06Constituencies

Five constituency councils for institutions.

Financial institutions and regulators take part through a cross-cutting pathway led with The Global Risks Alliance (GRA), described on GRA industry councils.

07What councils produce

Council work that others can use.

  1. 01

    Questions

Councils put forward the governance questions that shape dialogues and the annual Universe mandate.

  2. 02

    Deliberation on findings

Leaders deliberate on what exercises and evidence reveal, with dissent recorded, before findings are offered to Reports.

  3. 03

    Records

Agendas, approved minutes and commitments are published as participants agree; see Council work and transparency.

  4. 04

    Proposals

Where councils find that institutions lack a common method or record format, they can file a change proposal under the Nexus Standards development process.

08Accountability

Leadership is measured by reviewed contribution.

Baseline

A starting point

Each leader begins with a Leadership Baseline and an annual contribution plan.

Evidence

Quarterly work

Contribution is recorded quarterly and reviewed, not counted by attendance.

Gateway

A reviewed next step

A Year-One Gateway produces a reviewed next step, not an automatic appointment.

Information and enquiries are open today. Nominations open only when their terms and review capacity are in place. Questions about councils go to the council application form; the acknowledgement gives a reference and names the next step. See also What membership means.

11Questions

Questions and answers.

Are GRF’s councils its board?
No. GRF is governed by its statutory organs under its articles of association. Councils are programme bodies and do not replace or sit above that governance. See Formal governance.
Does an institutional membership include a Leadership Council seat?
No. Institutional membership does not create a Leadership Council seat. A nomination follows its own selection procedure.
Does my employer own my seat?
No. Leaders are selected in a personal capacity, and a seat does not transfer if you change roles.
Can I join a council today?
You can send an enquiry today and receive a reference. Applications and nominations open when their terms and review capacity are in place.
