Uruguay Risks Forum
The Global Risks Forum – National Engagement Series: Uruguay is an annual, hybrid-format initiative led by NWG Uruguay, an independent coalition of national and international experts. Free from affiliation with any political party or government entity, NWG Uruguay offers a neutral, evidence-based space for addressing disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI) through collaborative innovation.
Aligned with the global mission of the Global Risks Alliance (GRA) and the Global Risks Forum (GRF), the Uruguay series supports systems-level resilience, policy foresight, and inclusive governance. The forum engages actors from across the quintuple helix—academia, civil society, the private sector, international organizations, and public institutions (as stakeholders, not organizers).
Strategic Purpose
The Uruguay series is designed to:
- Strengthen national and regional capacity for climate adaptation, coastal resilience, and food system security;
- Explore anticipatory models for agroecological transitions, water governance, and nature-based solutions;
- Introduce new financial instruments for DRF, including cooperative insurance models and parametric climate risk tools;
- Amplify cross-border collaboration and innovation among Latin American resilience networks.
Sessions emphasize the development of participatory planning models, regional policy alignment, and real-time innovation for multi-hazard resilience.
Governance and Participation
NWG Uruguay operates independently and transparently, in full alignment with the ethical and procedural frameworks of GRA and GRF. The forum is not governed, endorsed, or directed by any governmental authority, ensuring a neutral and inclusive space for systemic risk governance.
Participation is open to researchers, practitioners, Indigenous representatives, youth leaders, policymakers, and financial actors committed to co-creating resilient futures for Uruguay and the Southern Cone region. Emphasis is placed on equity, innovation, and open knowledge exchange.
