Timor-Leste Risks Forum
The Global Risks Forum – National Engagement Series: Timor-Leste is an annual, hybrid-format initiative led by NWG Timor-Leste, an autonomous, transdisciplinary platform of national and international experts. Operating independently from the Government of Timor-Leste and all political affiliations, NWG Timor-Leste facilitates nonpartisan dialogue and innovation across disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI).
This national series contributes to the broader mission of the Global Risks Alliance (GRA) and the Global Risks Forum (GRF)—to build resilient societies through foresight, collective intelligence, and inclusive systems governance. It brings together stakeholders from the quintuple helix: academia, civil society, private sector, international partners, and government (as participants, not organizers).
Strategic Purpose
The Timor-Leste edition is designed to:
- Address vulnerabilities linked to climate change, food and water insecurity, post-conflict development, and coastal hazards;
- Promote cross-generational knowledge exchange between traditional leaders, youth innovators, and technical experts;
- Co-create anticipatory governance models and localized adaptation strategies;
- Strengthen regional collaboration across Southeast Asia and the Pacific on resilience, migration, and development finance.
The forum emphasizes participatory foresight, equitable adaptation, and culturally grounded policy design rooted in Timor-Leste’s unique socio-ecological systems.
Governance and Participation
NWG Timor-Leste functions with full independence from any governmental or political body, in strict alignment with the ethical and technical frameworks of GRA and GRF. All initiatives are guided by scientific rigor, Indigenous and local leadership, and a commitment to ethical co-creation.
Participation is open to researchers, policy actors, civil society organizations, diaspora networks, Indigenous knowledge holders, and international allies. The forum is designed to foster systems learning, horizontal dialogue, and sustained cross-sector collaboration.
