Spain Risks Forum

The Global Risks Forum – National Engagement Series: Spain is an annual, hybrid-format initiative led by NWG Spain, an independent network of researchers, civic technologists, urban resilience planners, and international partners. Operating independently of the Government of Spain and without political affiliation, NWG Spain offers a nonpartisan platform to advance disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI) through foresight-driven, digitally enabled, and socially inclusive governance.

As part of the broader global mission of the Global Risks Alliance (GRA) and Global Risks Forum (GRF), this series convenes key actors from the quintuple helix—academia, civil society, private sector, international institutions, and government (as stakeholders only)—to address interconnected risks and co-create strategic pathways toward a resilient, just, and climate-aligned Spain.


Strategic Purpose

The Spain edition is designed to:

  • Address complex risks including wildfires, drought, urban heat, coastal vulnerability, energy insecurity, and socio-economic inequality;
  • Promote anticipatory governance, climate-smart innovation, and inclusive finance for sustainability transitions;
  • Integrate citizen science, municipal leadership, and decentralized technologies into multi-level adaptation strategies;
  • Support regional collaboration across the EU and Mediterranean basin on climate justice, migration, and ecological resilience.

Sessions emphasize simulation-informed decision-making, participatory foresight, and cross-sector systems coordination in support of Spain’s ecological, technological, and democratic future.


Technical Foundation: Nexus Ecosystem Integration

The forum is powered by the Nexus Ecosystem, a modular, quantum-cloud-enabled infrastructure that integrates artificial intelligence, blockchain, and digital twin simulations to support real-time risk governance and innovation. Key Nexus capabilities for Spain include:

  • AI-enhanced modeling for wildfire behavior, water scarcity, and energy system stability
  • Geospatial and satellite intelligence for coastline monitoring, agricultural risk, and biodiversity mapping
  • Blockchain-backed financial instruments for green bonds, municipal resilience funds, and ESG accountability
  • Digital twin environments for climate-resilient urban design, heritage preservation, and mobility planning
  • IoT-integrated early warning systems for floods, heatwaves, and air quality
  • Scenario engines for circular economy, just transition, and community-led decarbonization
  • Localized resilience benchmarking indices aligned with the EU Green Deal, SDGs, and Spain’s national climate and energy plan

These tools enable regional governments, civil society organizations, and private sector actors to co-develop scalable, resilient, and future-ready solutions.


Governance and Participation

NWG Spain is fully institutionally independent, aligned with the participatory, scientific, and ethical principles of the GRA and GRF. It is not affiliated with or accountable to any political or governmental entity, ensuring neutrality, transparency, and inclusive engagement across all initiatives.

Participation is open to researchers, local councils, digital innovators, youth networks, civil society actors, and international partners. The forum encourages pluralistic dialogue, multi-stakeholder innovation, and systems-based planning for a thriving and climate-resilient Spain.
