Somalia Risks Forum

The Global Risks Forum – National Engagement Series: Somalia is an annual, hybrid-format initiative led by NWG Somalia, an independent platform of national researchers, community leaders, and international partners. Operating autonomously from the Government of Somalia and free from political affiliation, NWG Somalia provides a nonpartisan, evidence-informed platform for addressing disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI) through inclusive, locally grounded, and forward-looking collaboration.

As part of the wider mission of the Global Risks Alliance (GRA) and the Global Risks Forum (GRF), this forum brings together actors across the quintuple helix—academia, civil society, private sector, international organizations, and government (participating as stakeholders only)—to tackle complex and interconnected risks in fragile, conflict-affected, and climate-vulnerable settings.


Strategic Purpose

The Somalia edition is designed to:

  • Address compounding risks such as drought, flooding, displacement, food insecurity, and fragile infrastructure systems;
  • Strengthen anticipatory governance through climate resilience, peacebuilding, and inclusive public systems;
  • Integrate Indigenous knowledge, humanitarian innovation, and youth leadership into policy and recovery frameworks;
  • Foster regional and global solidarity to build sustainable institutions and local risk governance capacity in the Horn of Africa.

Sessions emphasize scenario-based planning, simulation-enabled policy dialogue, and co-creation of long-term strategies for stability, sustainability, and social equity.


Technical Foundation: Nexus Ecosystem Integration

The forum is powered by the Nexus Ecosystem, a modular infrastructure combining AI, quantum-cloud computing, blockchain, and real-time simulation tools for dynamic, localized, and scalable risk governance. Nexus capabilities for Somalia include:

  • AI-enhanced drought and food security modeling to support humanitarian coordination and early action
  • Geospatial and satellite intelligence for mapping displacement, environmental degradation, and conflict exposure
  • Blockchain-backed disaster finance tools for mobile-based cash transfers, anticipatory aid, and community resilience funds
  • IoT-integrated early warning systems for floods, disease outbreaks, and infrastructure collapse
  • Digital twin simulations for rural resilience planning, refugee camp design, and climate-smart agriculture
  • Scenario engines for peacebuilding, health systems resilience, and urban displacement
  • Localized risk benchmarking indices aligned with the SDGs, African Union frameworks, and Somalia’s National Development Plan

These capabilities support Somalia’s institutions, civil society, and humanitarian networks in building adaptive, transparent, and participatory resilience mechanisms.


Governance and Participation

NWG Somalia operates with full institutional independence, in alignment with the ethical, participatory, and scientific values of the GRA and GRF. It is not affiliated with or accountable to any government or political group, ensuring impartiality, integrity, and inclusivity across all activities.

Participation is open to grassroots organizations, local governments, diaspora experts, humanitarian actors, peacebuilders, and regional and global partners. The forum promotes cross-sector collaboration, inclusive innovation, and community-based governance to navigate complexity and co-create stability.
