Singapore Risks Forum

The Global Risks Forum – National Engagement Series: Singapore is an annual, hybrid-format initiative led by NWG Singapore, an independent alliance of national experts, civic technologists, and international partners. Operating without affiliation to the Government of Singapore or any political body, NWG Singapore serves as a nonpartisan platform to advance disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI) through systems innovation and cross-sector collaboration.

As part of the global initiative led by the Global Risks Alliance (GRA) and the Global Risks Forum (GRF), this series brings together stakeholders across the quintuple helix—academia, civil society, private sector, international organizations, and government (as participants only)—to co-develop digital resilience, urban sustainability, and anticipatory governance models in one of the world’s most advanced smart city-states.


Strategic Purpose

The Singapore edition is designed to:

  • Address systemic risks related to climate adaptation, digital infrastructure, energy transition, and economic interdependence;
  • Strengthen foresight-driven governance in health, cybersecurity, finance, and environmental management;
  • Promote scalable policy innovation through AI, blockchain, and real-time risk modeling;
  • Advance regional cooperation in Southeast Asia on climate security, resilience financing, and sustainability transitions.

Sessions prioritize simulation-based policy development, data sovereignty, and co-creation of urban, ecological, and financial resilience strategies aligned with global innovation leadership.


Technical Foundation: Nexus Ecosystem Integration

The forum is powered by the Nexus Ecosystem, a quantum-cloud-based infrastructure integrating artificial intelligence, blockchain, and cognitive simulation for high-performance risk governance. Key Nexus capabilities for Singapore include:

  • AI-driven forecasting for energy systems, public health threats, and climate-related disruptions
  • Geospatial intelligence for land-use optimization, coastal defense, and urban biodiversity
  • Blockchain-enabled finance tools for ESG tracking, parametric insurance, and carbon credit transparency
  • Cyber-physical risk platforms for smart grid resilience, AI governance, and critical infrastructure security
  • Digital twin simulations for city-wide planning, mobility systems, and multi-hazard preparedness
  • IoT-integrated early warning systems for flash floods, supply chain disruptions, and public health monitoring
  • Benchmarking frameworks aligned with Singapore Green Plan 2030, ASEAN frameworks, and the SDGs

These tools empower government agencies, private enterprises, and civil society to collaborate on integrated, future-proof solutions.


Governance and Participation

NWG Singapore operates with full institutional independence, guided by the ethical, participatory, and scientific standards of the GRA and GRF. It is not affiliated with or accountable to any political or governmental authority, ensuring transparency, credibility, and inclusive participation.

Participation is open to researchers, technologists, public planners, sustainability experts, finance professionals, and civil society actors. The forum promotes transdisciplinary collaboration, digital ethics, and systems innovation to shape the future of risk governance in urban and global contexts.
