The Global Risks Forum – National Engagement Series: Serbia is an annual, hybrid-format initiative led by NWG Serbia, an independent coalition of national researchers, civil society leaders, and international experts. Operating autonomously from the Government of Serbia and free from political affiliation, NWG Serbia provides a nonpartisan, knowledge-driven platform to address disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI) through systems-based collaboration.
Aligned with the global mission of the Global Risks Alliance (GRA) and the Global Risks Forum (GRF), the series brings together actors across the quintuple helix—academia, civil society, private sector, international partners, and government institutions (as stakeholders only)—to explore transformative solutions to Serbia’s environmental, digital, and governance-related risks.
Strategic Purpose
The Serbia edition is designed to:
- Address complex risks such as flooding, energy insecurity, air pollution, and demographic shifts;
- Strengthen anticipatory governance in infrastructure development, healthcare, and regional security;
- Support innovation ecosystems through open data, responsible AI, and digitally integrated urban planning;
- Promote regional cooperation across the Western Balkans on sustainable development, climate adaptation, and inclusive governance.
Sessions focus on participatory foresight, scenario-based policy design, and collaborative innovation tailored to Serbia’s national context and regional role.

The forum is powered by the Nexus Ecosystem, a multi-layered infrastructure that integrates quantum-cloud computing, AI, and blockchain for real-time, decentralized risk governance. Nexus capabilities for Serbia include:

Governance and Participation
NWG Serbia is fully institutionally independent, adhering to the participatory, ethical, and scientific standards of the GRA and GRF. It is not affiliated with or accountable to any political party or governmental institution, ensuring transparency, objectivity, and inclusive engagement.
Participation is open to academic institutions, tech entrepreneurs, environmental NGOs, municipal leaders, youth networks, and international partners. The forum fosters open innovation, collaborative learning, and evidence-informed governance grounded in Serbia’s development goals.
