Malta Risks Forum

The Global Risks Forum – National Engagement Series: Malta is a hybrid-format initiative led by NWG Malta, an autonomous coalition of researchers, policy analysts, technologists, civil society actors, youth leaders, and climate resilience advocates. Operating independently of the Government of Malta and any political affiliations, NWG Malta provides a nonpartisan, evidence-based platform to advance disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI) through inclusive dialogue and ethical innovation.

In alignment with the Global Risks Alliance (GRA) and Global Risks Forum (GRF), the Malta series connects national and regional foresight with global resilience strategies. It brings together stakeholders from the quintuple helix—academia, civil society, private sector, international partners, and public institutions (in a stakeholder—not organizing—role).


Strategic Purpose

The Malta edition is designed to:

  • Address interconnected risks including climate-induced sea-level rise, coastal erosion, tourism vulnerability, energy transition, and maritime governance;
  • Promote anticipatory governance and simulation-based policy development for climate resilience, sustainable infrastructure, and digital security;
  • Advance disaster risk finance tools such as green bonds, blockchain-enabled insurance, and ESG-aligned coastal protection investments;
  • Engage youth voices, scientific communities, and digital innovators in shaping place-based resilience and Mediterranean cooperation.

Sessions are structured around co-design workshops, digital simulation labs, and strategic foresight dialogues tailored to Malta’s unique geopolitical, ecological, and economic positioning.


Governance and Participation

All NWG Malta activities are independently governed and managed, in alignment with the principles of GRA and GRF. The forum is not affiliated with any political party or government body, ensuring scientific neutrality, ethical accountability, and collaborative independence.

Participation is open to researchers, urban planners, marine scientists, community leaders, financial experts, digital entrepreneurs, and international collaborators. The Malta series fosters open governance, strategic innovation, and Mediterranean solidarity in addressing shared risks.
