Democratic People’s Republic of Korea (DPRK) Risks Forum
The Global Risks Forum – National Engagement Series: Democratic People’s Republic of Korea (DPRK) is a strategically neutral, hybrid-format initiative led by NWG DPRK, a fully independent coalition of scientists, humanitarian actors, diaspora experts, and resilience practitioners. The NWG operates without affiliation to or endorsement by the government of the DPRK, ensuring full autonomy and nonpartisanship in its mission.
As part of the global framework set by the Global Risks Alliance (GRA) and the Global Risks Forum (GRF), the DPRK edition provides a safe, constructive space for cross-border and cross-sector collaboration on disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI). It engages stakeholders from the quintuple helix—civil society, academia, private sector, international organizations, and governments (as observers or stakeholders)—in a science-driven, dialogue-based approach to resilience-building.
Strategic Purpose
The DPRK series is designed to:
- Facilitate independent foresight and systems thinking on complex and cascading risks in the Korean Peninsula;
- Foster international cooperation on public health, climate adaptation, and transboundary environmental threats;
- Promote digital inclusion, knowledge-sharing, and humanitarian foresight beyond borders;
- Support scenario-based planning, risk-informed strategies, and anticipatory action tailored to vulnerable communities and regions.
The forum emphasizes solutions that are ethical, participatory, and data-informed—enabling trust-building and co-development of resilience architectures despite geopolitical constraints.
Governance and Participation
All activities under NWG DPRK are independently governed, in full alignment with the ethical principles and operational frameworks of GRA and GRF. The NWG maintains complete autonomy from any government, ensuring its role as a neutral convener and facilitator of knowledge exchange, risk foresight, and systems innovation.
Participation is open to humanitarian practitioners, public health professionals, environmental scientists, risk analysts, technologists, peacebuilding organizations, and diaspora leaders committed to constructive, cross-sector engagement. Emphasis is placed on trust-building, data ethics, and systems interoperability across borders and communities.

We welcome contributions from researchers, practitioners, donors, risk experts, and organizations committed to advancing independent resilience strategies for the Democratic People’s Republic of Korea. Through the Global Risks Forum – DPRK Series, participants will co-create frameworks for anticipatory action, ethical humanitarian innovation, and global-local resilience—laying the groundwork for future systems transformation in one of the world’s most complex risk environments.
