Bhutan Risks Forum
The Global Risks Forum – National Engagement Series: Bhutan is a hybrid-format national initiative hosted by NWG Bhutan, an independent, nonpartisan coalition of local researchers, youth leaders, Indigenous knowledge holders, civil society organizations, and innovation hubs. Operating autonomously from the Government of Bhutan and without political alignment, NWG Bhutan serves as a trusted platform for foresight-driven engagement in disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI).
This national forum is aligned with the global frameworks of the Global Risks Alliance (GRA) and the Global Risks Forum (GRF)—international networks advancing ethical innovation, systemic foresight, and inclusive governance. The forum convenes actors across the quintuple helix—academia, civil society, private sector, international partners, and government (as stakeholders, not organizers)—to co-create resilient futures rooted in local values and global solidarity.
Strategic Purpose
The Bhutan series is designed to:
- Address multi-hazard risks such as glacial lake outburst floods (GLOFs), landslides, seismic threats, and rural-urban inequalities;
- Integrate Gross National Happiness (GNH) principles with anticipatory governance and risk-informed development planning;
- Promote financial innovation, including climate-linked insurance and green bond mechanisms for mountainous ecosystems;
- Elevate Indigenous knowledge systems and intergenerational wisdom in community-led resilience strategies.
Sessions focus on generating actionable outputs such as localized risk governance models, digital adaptation tools, simulation-informed policies, and finance pathways tailored to Bhutan’s unique environmental and cultural landscape.
Governance and Participation
NWG Bhutan operates with full independence and adheres to the guiding frameworks of GRA and GRF. It is not affiliated with or accountable to any political party or government body, ensuring that all engagements are grounded in scientific integrity, cultural respect, and global collaboration.
Participation is open to researchers, educators, monastic institutions, environmental stewards, youth organizations, financial actors, and global partners committed to co-creating holistic and equitable approaches to resilience.
