The short answer.
Renew is step eight of the eight-step Nexus cycle: the step at which corrections are made and lessons feed the next annual agenda. It is owned by the corrections process and the next annual agenda. At this step GRF sets the next annual agenda from the year's lessons, and the decision at the end of the cycle stays with the competent authority.

Corrections and the next annual agenda
Asking whether the arrangement still fits.
Renewal is evaluation with a purpose: deciding whether a question is closed, needs a new round or should be reframed. The OECD DAC evaluation criteria give a vocabulary that transfers well to institutional arrangements: relevance, coherence, effectiveness, efficiency, impact and sustainability.
| Criterion | Question for an arrangement |
|---|---|
| Relevance | Does it still address the risk as it now presents? |
| Coherence | Does it fit the other instruments the institutions hold? |
| Effectiveness | Did it work when exercised or used? |
| Sustainability | Will it survive staff turnover and budget changes? |
What reopens a closed question.
- A new instrument, such as an amended international regulation, changing the legal ground.
- A real event that tested the arrangement.
- A change in the evidence, recorded by GCRI as a revised brief.
- A request from any participating institution.
Each pillar's contribution.
Then: question.

Start with an enquiry.
The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
