Council work and transparency

Councils are only accountable if their work leaves a record. The Global Risks Forum (GRF) designs every council of its model to keep agendas, approved minutes, commitments and dissent, and to publish them as participants agree. This page is where those records appear once a council is constituted under adopted rules. It lists only approved records and verified results; it never shows a meeting, a minute or an outcome that has not happened. No council record is listed yet, because the councils are in formation and their rules have not yet been adopted.

01In brief

The short answer.

Council work and transparency at GRF is the publication of each council's agendas, approved minutes, commitments and dissent, as participants agree. Records appear only once a council is constituted under adopted rules, and the page never shows a meeting, minute or outcome that has not happened.

03What is published

Four kinds of council record.

Agendas

Agendas

The questions a council meeting will consider, published before the meeting where participants agree.

Minutes

Approved minutes

Minutes are published only after the council approves them, with decisions, actions and recorded dissent.

Commitments

Commitment log

Who committed to what, by when, and whether it was delivered, updated as evidence arrives.

Results

Verified results

Outcomes reported only when a record verifies them. A plan is never reported as a result.

04Minute practice

Writing minutes that can be relied on.

  • Action minutes record decisions, actions and owners; they do not paraphrase debate.
  • Dissent is recorded in the dissenting member's words if they ask.
  • Draft minutes circulate to members before approval at the next session.
  • Approved minutes are dated and versioned.
05Access

Balancing openness with candour.

Freedom of information regimes in many countries protect deliberation before a decision while requiring disclosure afterwards. GRF follows a similar logic: candour in session, publication of decisions and reasons once approved. Personal data and security-sensitive information stay out of published records.

06Release rules

How a record moves from meeting to page.

  1. 01

    Draft

A draft record of the meeting is prepared under the council's records procedure.

  2. 02

    Participant review

Participants check the draft for accuracy, including how their positions and dissent are stated. Silence is never recorded as agreement.

  3. 03

    Approval

The council approves the record under its rules. Restricted items stay restricted, with the reason for restriction noted.

  4. 04

    Publication

The approved public record is posted here with its approval date.

  5. 05

    Correction

An error is corrected as a recorded new version; the earlier version is kept.

07What stays out

Information that is not published.

  • Personal information beyond names and roles that participants have agreed to publish.
  • Restricted session content, safeguarding matters and security-sensitive information.
  • Counts of members, attendance rates or outputs that no record supports.
  • Statements attributed to a government or institution without its authorised confirmation.

A council record shows what a programme body agreed. It is not a decision of a public authority, a regulatory position or an endorsement by GRF.

09Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

11Questions

Questions and answers.

Why is nothing listed yet?
Global and regional councils are in formation, and no council has been constituted under adopted rules. Records appear here once a council meets and approves them.
Can a participant object to how a record states their view?
Yes. Participant review is part of the release procedure, and dissent is recorded rather than removed. After publication, a correction can be requested through corrections and concerns.
Are all council meetings public?
No. Some sessions are restricted, for example where security-sensitive or personal matters are discussed. The public record notes that a restricted item existed and why it was restricted.
Does GRF publish council attendance or membership numbers?
Only figures that a record supports. GRF does not publish counters or rates that cannot be traced to a record.

The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
