01In brief

The short answer.

Disaster and Crisis Governance dialogues are structured conversations in which those who govern disaster and crisis as well as critical infrastructure compare evidence and options on a question with an accountable owner. Each runs under agreed attribution rules, often the Chatham House Rule, and its outcome note is published with participants' consent. A dialogue is listed only once it is confirmed.

Dialogues and cooperation: food security early warning to early actionMarket prices, crop conditions and rainfall feed a seasonal outlook and a food security analysis by area; projected phases are tested against pre-agreed triggers, and early actions are released before the lean season. Design of the process, not a record of a run.

03Geography

Hazards now in the Caribbean.

For dialogues and cooperation, in GRF's situational-awareness reading, the map opens on flood water, population density and active fires, framed on the Caribbean; 3 further NASA layers wait in the list.

The interactive map needs JavaScript; the layer list and sources are below.

05The crisis dialogue

Coordination before command is needed.

Disaster and crisis dialogues focus on the arrangements that must work in the first hours: who declares, who commands, who communicates and how international help is received. Most failures in real events are coordination failures between agencies that each did their own job.

FormatQuestion
Multi-agency coordination dialogueHow do civil protection, health, police and utilities share a common operating picture?
Early warning chain reviewDoes a warning reach the last mile, and who acts on it?
Recovery governance dialogueWho decides on rebuilding, and how are affected people involved?
Disaster law readinessIs the country ready to receive international relief?
