01In brief

The short answer.

Capital Nexus practice notes compare how institutions put the governance of development finance, sovereign and public finance, and financial stability into practice: approaches across jurisdictions, what worked, what did not and the conditions behind each. Notes are published with their limits so others can adapt them; they are not prescriptions, and GRF does not regulate, finance or certify.

Scoping to review.

Professional practice: a programme through its gatesA request with a named owner becomes a scoping note; inputs are qualified at a gate; delivery runs in workstreams; a controlled test and an independent review precede publication; the owner decides. Design of the process, not a record of a run.

04Boundaries

Practice notes are not prescriptions.

GRF convenes and governs programmes. It does not regulate, finance, procure or certify, and hosting or sponsorship confers no authority over findings.

Lessons from finance governance.

  • Pre-arranged funds help only if the plan for spending them is agreed before the event.
  • Trigger design and basis risk need to be explained to the public, not only to the ministry.
  • Contingency funds without replenishment rules are emptied by small events.
  • Debt pause clauses need clear definitions of the qualifying event.
