Global commons governance

Global commons governance is a chapter of Diplomacy Nexus: a specialist sub-community with its own group, editor and research agenda. Global commons stewardship is already cross-border diplomacy.

Global commons governance: Model risk lifecycle

US bank supervisors revised model risk guidance on April 17, 2026, with Fed SR 26-2 superseding SR 11-7; it sets no enforceable standards.

  1. 01 Inventory and development

    1. 02Model inventory and materialityDataset · Party delegation BAn effective inventory shows model risk for single models and in aggregate. Model purpose with model exposure sets materiality.
    2. 04Development and testingStep · Party delegation BDevelopment starts from a clear purpose aligned with business use and policy. Testing checks whether the model performs as intended.
    3. 05DocumentationRecord · Party delegation BAdequate documentation supports continuity of operations, the tracking of recommendations, responses and exceptions, and remediation.
  2. 02 Validation and challenge

    1. 03Effective challengeComponent · Party delegation BObjective experts critically evaluate model risk and drive change across the lifecycle. They need expertise, independence and standing.
    2. 06Conceptual soundnessStep · Party delegation BValidation of conceptual soundness assesses and documents model design, construction and developmental testing.
    3. 07Outcomes analysisStep · Party delegation BOutcomes analysis compares model outputs with real-world outcomes. It can include back-testing or outlier analysis.
  3. 03 Governance, use and monitoring

    1. 01Policies, roles and responsibilitiesComponent · Party delegation BPolicies set expectations and a framework for assessing model risk. Roles are clear, with attention to conflicts of interest.
    2. 08Decision to use, with limits where neededDecision · Party delegation BValidation generally comes before first use. Urgent earlier use calls for attention to limits, informed stakeholders and controls.
    3. 09Ongoing monitoringModel · Party delegation BMonitoring checks whether the model performs as expected as products, exposures, clients, data or markets change.
    4. 10Adjust, recalibrate or redevelopStep · Party delegation BWhen performance deviates meaningfully from expectations, the organisation considers adjustment, recalibration or redevelopment.

Outline of an external standard or method, from its public sources. It describes what the framework says, not a record of any run. It does not show that Nexus or any partner performs, certifies or approves a step. A gate is a step of the method, never a Nexus approval. The guidance is expected to be most relevant to banking organisations with over $30 billion in total assets.
