GRF · AI and Digital Governance

Mandate, publisher and status

AI and Digital Governance is published by Global Risks Forum (GRF), a Swiss association and public-good institution that convenes institutions to govern shared risk together. Its mandate is the institutional governance of AI and digital systems: human oversight, accountability, rights, data governance and dependence on digital infrastructure. It convenes and compares; it does not build AI, audit or approve systems, regulate, certify or procure. This page sets out the platform’s subject mandate, who answers for it, its professional status and its limits.

02Mandate

Institutional governance of AI and digital systems.

The mandate is the institutional governance of AI and digital systems, including rights, accountability and public technology.

AI

Accountable use

How institutions assign responsibility, test, oversee and correct AI systems they use.

Rights

Protection in digital systems

Privacy, non-discrimination, due process and access in public digital infrastructure.

Public technology

Procurement and dependency

How public bodies acquire and depend on digital systems.

03Remit

Oversight of AI and digital systems used in public and critical services.

AI and Digital Governance is the specialist community, for the institutions that deploy and oversee AI and digital public systems: ministries and agencies, regulators, data protection authorities and operators. It works from real deployments and reads them against the EU AI Act, the Council of Europe Framework Convention on AI, the OECD AI Principles, the UNESCO Recommendation and the Global Digital Compact.

04Publisher

GRF answers for the platform.

GRF convenes and governs programmes. It does not regulate, finance, procure or certify, and hosting or sponsorship confers no authority over findings. GRF leads on leadership, institutional dialogue and the governance of the Universe annual programme.

The platform’s community is AI governance researchers, public authorities, digital rights specialists and public-sector technologists. Its planned outputs are AI governance guides, digital rights briefs and public technology policy reviews. It exists as a separate platform because it provides governance and rights expertise, not an AI model lab or financial regulator. The Digital Rights and Data Governance chapter gathers specialist work on rights.

05Professional status

What the platform does not do.

  • It does not build, test, rate or approve AI models or digital products.
  • It does not regulate AI, data protection, financial services or telecommunications.
  • It does not procure technology or recommend vendors.
  • It does not give legal advice, and its comparisons carry no binding force.
  • Sponsorship or participation confers no influence over its analysis.

See trust, rights and status for how records are kept and corrected.
