01In brief

The short answer.

Health and Biosecurity Governance dialogues are structured conversations in which those who govern health and biosecurity compare evidence and options on a question with an accountable owner. Each runs under agreed attribution rules, often the Chatham House Rule, and its outcome note is published with participants' consent. A dialogue is listed only once it is confirmed.

Dialogues and cooperation: risk as hazard, exposure and vulnerabilityRisk arises from the interaction of hazard, exposure and vulnerability (sensitivity and adaptive capacity); responses act on each driver and leave a residual risk that is monitored. Design of the process, not a record of a run.

03Geography

Environmental exposure in Southern Africa.

For dialogues and cooperation, in GRF's situational-awareness reading, the map opens on population density, flood water and active fires, framed on Southern Africa; 3 further NASA layers wait in the list.

The interactive map needs JavaScript; the layer list and sources are below.

05The health security dialogue

Making the amended Regulations work across ministries.

The 2024 amendments to the International Health Regulations, in force since September 2025 for most States Parties, ask each state to designate a National IHR Authority. Dialogues on this community are designed to help states work through what that means across government: who coordinates, how border, transport, agriculture and finance ministries take part, and how decisions in a pandemic emergency are made and communicated. The community addresses capacity and oversight only.
