Health and Biosecurity Governance dialogues are structured conversations in which those who govern health and biosecurity compare evidence and options on a question with an accountable owner. Each runs under agreed attribution rules, often the Chatham House Rule, and its outcome note is published with participants' consent. A dialogue is listed only once it is confirmed.

The 2024 amendments to the International Health Regulations, in force since September 2025 for most States Parties, ask each state to designate a National IHR Authority. Dialogues on this community are designed to help states work through what that means across government: who coordinates, how border, transport, agriculture and finance ministries take part, and how decisions in a pandemic emergency are made and communicated. The community addresses capacity and oversight only.
| Format | Question |
|---|---|
| Whole-of-government dialogue | How does the National IHR Authority connect to non-health ministries? |
| One Health dialogue | How do human, animal and environmental surveillance reach each other? |
| Equity and access dialogue | How do national systems prepare for the access and benefit-sharing provisions of the Pandemic Agreement? |
Evidence on health systems comes from GCRI Health Nexus. See pandemic governance.
