The Global Risks Forum (GRF)
Commitments on climate and nature are made in targets, plans and pledges; delivery is measured in emissions, hectares, budgets and built works. The gap between them has causes that can be traced: unfunded mandates, missing data, weak coordination, changing priorities and the absence of review. This page sets out how implementation gaps open and persist, the records that show them, and the institutions that decide whether they close.

A climate implementation gap is the difference between what climate and nature commitments say will happen and what is delivered. Gaps open through unfunded targets, late measurement, weak coordination and review without consequence. Finance ministries, legislatures, advisory councils and audit institutions decide whether they close.
For implementation gaps, in GRF's situational-awareness reading, the map opens on population density, night lights and land cover with vegetation disturbance alerts from NASA GIBS, framed on the Andes; 3 further NASA layers wait in the list.

From strategy to monitored institutional practice. The dossier below sets out how the risk develops, what is measured, where the data come from, how it is modelled and who decides.
Pledges are made by heads of government; budgets are set by finance ministries and legislatures each year. Where commitments are not costed and tied to budget lines, they compete with every other spending claim and usually lose.
Emissions inventories, forest data and adaptation outcomes are published with delays. Institutions find out they are off track years after the decisions that put them there.
National targets depend on regional and local action, state enterprises and private investment. Without agreed responsibilities and data flows, each level assumes another is delivering.
International review under the Paris Agreement is facilitative and non-punitive. Domestic review by parliaments, audit institutions and courts decides whether a gap has consequences.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Emissions gap | The difference between emissions expected under current pledges and policies and the levels consistent with agreed temperature goals. |
| Global stocktake | The periodic assessment of collective progress under the Paris Agreement that informs the next round of national contributions. |
| Budget execution rate | The share of an approved budget allocation that is actually spent in the year. |
Each indicator carries its unit, its cadence, the kind of source behind it and the evidence label a value would carry. No values are shown: a programme supplies them under its own authority.
| Indicator | Unit | Cadence | Source type | Label |
|---|---|---|---|---|
| Gap between projected emissions and target | tonnes of carbon dioxide equivalent | annual | National projections and assessments | MODELLED |
| Greenhouse gas inventory latency | years between inventory year and publication | annual | UNFCCC submissions | OFFICIAL |
| Climate measures with costed implementation plans | share of measures | on review | National plans and budget documents | DECLARED |
| Budget execution rate for climate-tagged spending | percent of allocation spent | annual | Budget execution reports | REPORTED |
| Recommendations of review bodies implemented | share of recommendations | annual | Advisory council and audit follow-up reports | REPORTED |
| Global biodiversity framework targets with national indicators reported | count of targets | on reporting cycle | CBD national reports | OFFICIAL |
The topic as a computational graph: named sources feed the methods, an evidence review gates the outputs, and the decisions stay with the authorities that hold them.

Climate and Nature Governance prepares evidence. The decisions below are taken by the authorities named, under their own rules, and never by the platform.

Implementation gaps arise from unclear mandates, inadequate budgets, weak coordination, limited local capacity, conflicting policies and political turnover. Climate and nature targets often compete with short-term economic priorities that have stronger institutional backing. Without monitoring, gaps remain invisible; without accountability, visible gaps go uncorrected.
Institutions that close gaps tend to embed commitments in law and budgets, assign clear responsibility, monitor progress transparently and create feedback loops, such as independent advisory bodies or parliamentary review, that force correction.
Comparing pledges and plans with legal, budgetary and institutional follow-through.
Following how a commitment moves, or stalls, through institutions, using policy, institutional and decision science. Case-specific findings need care in generalizing.
Relating institutional action to environmental outcomes, using climate and atmospheric science and ecology and biodiversity science. Outcomes lag action.

The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
