The Global Risks Forum (GRF)
Dialogue about capital is useful only if it is clear who decides. Investment, borrowing, regulation and disclosure each sit with specific public and private institutions under their own law and mandates. This page locates the competent decision-makers in the field of Capital Nexus and sets out how The Global Risks Forum (GRF) supports them without taking their place. GRF convenes; it does not decide on, finance or approve capital.

Decision rights in Capital Nexus define who decides what in development finance, sovereign and public finance, and financial stability: public authorities take statutory decisions, operators and institutions take operational ones, and affected communities, including Indigenous rights holders, hold rights of consent and participation. The platform brings evidence and options to those who decide and takes no decision itself.

Capital Nexus holds none of these decisions.
Bear the fiscal consequences of public investment and borrowing, and hold decision-makers to account through legislatures and audit.
Are affected by projects on the ground, including Indigenous peoples whose rights and consent apply.
Pension members and other beneficiaries whose savings are invested on their behalf.
Capital Nexus brings together people from these institutions to compare approaches, examine evidence and identify options. A dialogue record states what was discussed, where participants agreed and disagreed and what each took away. It does not bind any participant, carry any recommendation with binding force or speak for any authority.
Financial institutions that want to build shared industry understanding of the same questions do so at The Global Risks Alliance (GRA), for example on Financial Regulations Nexus. Disaster finance decision rights are examined on disaster finance governance.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Decision rights matrix | A table showing which body proposes, approves, executes and oversees each decision. |
| Competent authority | The body that a law or regulation designates to exercise a given power or duty, such as a supervisor, a civil protection agency or a ministry; only it can take the decisions the law assigns to it. |
| Free, prior and informed consent | The right of Indigenous peoples to give or withhold consent, without coercion, in advance and with full information, to measures that affect their lands, territories and rights, as the UN Declaration on the Rights of Indigenous Peoples sets out. |
| Subsidiarity | The principle that a decision is taken at the lowest level able to take it well, with a higher level acting only where the objective cannot be achieved closer to the people concerned; the Treaty on European Union states it. |
