01 · This desk
Global Risks Forum and Observatory Signal.
Global Risks Forum leads Observatory Signal. The Forum reads an edition for public meaning: what a finding means for governance, diplomacy and trust, and how it can be said without overclaiming.
The Forum deposits session records, positions and the open questions of its series, with the dissent attached to each conclusion.
If you took part in a convening, send the record and say which body held it. The Forum will ask each participant before it names them.
02 · Issues
No edition is scheduled yet.
This series has no edition in the Baseline programme. Its editors commission editions from the first operational quarter; until then, contributions are held for the first one.
03 · Cadence
From the baseline into the quarterly cycle.
From Q1 2027
Q1 · State and agenda
Opens the operational year from a sealed evidence cut: what changed against the baseline and the agenda for the year.
From Q2 2027
Q2 · Evidence and build
New evidence bound, models and capability ladders updated, contributions from the quarter folded in.
From Q3 2027
Q3 · Stress test and readiness
Scenarios and stress tests run against the year’s state; readiness recorded, never ranked.
From Q4 2027
Q4 · Annual flagship
The year in one edition, aligned with the Universe annual synthesis.
Baseline Edition 2026: Evidence close 30 September 2026; drafted, in stewardship review. Fixes the 2026 reference state, the model, the voice and the positions every later edition is measured against..

05 · Method
How an edition in this series is made and reviewed.
- 01
Evidence cut
Each edition is built from a sealed evidence cut; what arrives later waits for the next edition.
- 02
Status on every value
Every value carries its status, time and source; gaps are stated, never filled.
- 03
Three keys
GCRI (technical truth), GRF (public meaning) and the Global Risks Alliance (GRA) (capital meaning) review before release; Nexus Standards and Risk Academy review what concerns them.
- 04
Release
Deposited on Zenodo with a DOI and a UNI, and published on its desk’s Reports site.
- 05
Corrections
A correction is a new version with a published notice; the earlier version stays resolvable.
Series editors are named at the first release of the series. No funder, sponsor or member can buy or block a finding.

Reports is the Consortium’s quarterly publication, written by six desks. This page sits with the GRF Public Deliberation desk. What you know about this subject can become evidence, a case or a correction in the next edition, credited to you and published under CC BY 4.0 where it is your own work. Sent to the wrong desk, it is forwarded, not refused.
