Over the next decade, the Nexus Ecosystem will help governments, markets, and communities handle overlapping climate, health, cyber, and financial risks. The Leadership Councils are how we bring senior leaders into that architecture—safely, coherently, and with shared rules of the road. Issued by GCRI Canada as host of the Nexus Council Bureau (NCB), the Leadership Councils framework is the single source of truth for how evidence, governance, and capital work together on the Nexus Rail. NCB acts only as a vetted registry and data processor—not a governing body—but it curates the core concepts, roles, and mechanisms for GCRI, GRF, GRA, NSF, and the Regional Nexus Consortia

Council status is vetted through the Nexus Council Bureau (NCB). It is not statutory corporate membership and does not automatically confer Board seats—but it is the primary pool for Chairs, Boards, SLBs, RSBs, and UNOSINT and RNC governance roles.

What is a Leadership Council?
A Leadership Council is a vetted, non-statutory governance and design community for each institution—GCRI, GRF, and GRA. Council members are bound by codes of conduct and conflicts policies, and form the primary pool for Boards, committees, Chairs, SLBs, RSBs, and RNC/UNOSINT governance roles. Councils operate by deliberation and consensus, not corporate voting.
Does Council membership make me a Director or Trustee?
No. Council membership is not corporate membership under company or association law and does not automatically confer Board or Trustee roles. Legal appointments remain the responsibility of each institution’s Board of Trustees, informed—but never replaced—by NCB vetting and Council deliberation.
How does the Nexus Council Bureau (NCB) fit in?
NCB, hosted by GCRI Canada, is a shared leadership registry and KYC/fit-and-proper service. It manages onboarding, maintains a cross-ecosystem leadership ledger, and provides shortlists and analytics to Boards and the Global Stewardship Board. NCB is explicitly a data processor, not a governing body; it cannot appoint anyone.
What commitment is expected from Council leaders?
In addition to subscription support, Council leaders commit time to working groups, SLBs, RSBs, and RNCs; steward the integrity of evidence, standards, and capital flows in their domain; and uphold the Earth Cooperation Treaty principles in how AI, intelligence, and finance are used.
