DESCRIPTION:This meeting follows the first session of the Intergovernmental Conference of the States Parties organized in July 2023, and the extraordinary session of the Intergovernmental Conference organized in March 2024.\nThe mandate of the Intergovernmental Conference is to promote the application of the Convention and oversee its implementation by adopting recommendations, declarations, models of good practices, or any relevant subsidiary text at the global or interregional level (cf. Art. XV para 7). It also adopts an interim work programme concerning activities between sessions (cf. Art. XV para 5).\nThe objectives of the second session of the Intergovernmental Conference include adopting the interim work programme for 2025-2027 and the draft Operational Guidelines, which is the first subsidiary text developed for the Global Convention. The Operational Guidelines aim to provide a common understanding of the Convention and assist in its implementation, as a tool for practitioners.\nDuring the Conference, we will also kick off important discussions on key issues, including:\nthe relationship of the Global Convention to the regional recognition conventions\nquality assurance including that of transnational education\nrecognition of refugees’ qualifications and the development of complementary pathways.\n—\nCette réunion fait suite à la première session de la Conférence intergouvernementale des États parties organisée en juillet 2023 et à la session extraordinaire de la Conférence intergouvernementale organisée en mars 2024.\nLe mandat de la Conférence intergouvernementale est de promouvoir l’application de la Convention et de superviser sa mise en œuvre en adoptant des recommandations, déclarations, et modèles de bonnes pratiques ou tout texte subsidiaire pertinent au niveau mondial ou interrégional (cf. Art. XV, par. 7). Le mandat comprend également un programme de travail intérimaire concernant les activités entre les sessions (cf. Art. XV, par. 5).\nLa deuxième session de la Conférence intergouvernementale aura pour objectifs l’adoption du programme de travail intérimaire pour 2025-2027 et des Directives opérationnelles provisoires, qui constituent le premier texte subsidiaire développé pour la Convention mondiale. Les Directives opérationnelles visent à apporter une compréhension commune de la Convention et à aider à sa mise en œuvre, en tant qu’outil pour les praticiens.\nPendant la Conférence, des discussions seront également lancées sur des questions clés telles que :\nla relation de la Convention mondiale avec les conventions régionales de reconnaissance\nl’assurance qualité, y compris celle de l’éducation transnationale\nla reconnaissance des qualifications des réfugiés et le développement de voies complémentaires.\nhttps://indico.un.org/event/1016292/\n
