Operating autonomously from the Government of Serbia and free from political affiliation, NWG Serbia provides a nonpartisan, knowledge-driven platform to address disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI) through systems-based collaboration.\nAligned with the global mission of the Global Risks Alliance (GRA) and the Global Risks Forum (GRF), the series brings together actors across the quintuple helix—academia, civil society, private sector, international partners, and government institutions (as stakeholders only)—to explore transformative solutions to Serbia’s environmental, digital, and governance-related risks.\n\nStrategic Purpose\nThe Serbia edition is designed to:\n\nAddress complex risks such as flooding, energy insecurity, air pollution, and demographic shifts;\nStrengthen anticipatory governance in infrastructure development, healthcare, and regional security;\nSupport innovation ecosystems through open data, responsible AI, and digitally integrated urban planning;\nPromote regional cooperation across the Western Balkans on sustainable development, climate adaptation, and inclusive governance.\n\nSessions focus on participatory foresight, scenario-based policy design, and collaborative innovation tailored to Serbia’s national context and regional role.\n\nTechnical Foundation: Nexus Ecosystem Integration\nThe forum is powered by the Nexus Ecosystem, a multi-layered infrastructure that integrates quantum-cloud computing, AI, and blockchain for real-time, decentralized risk governance. Nexus capabilities for Serbia include:\n\nAI-driven risk modeling for flood forecasting, urban heat resilience, and energy transition\nGeospatial and satellite intelligence for environmental degradation, land use change, and infrastructure vulnerability\nBlockchain-based financial tools for ESG compliance, municipal resilience planning, and climate-aligned investment\nDigital twin environments for city planning, public transportation, and healthcare systems\nIoT-integrated early warning systems for hydrological, industrial, and public health threats\nCyber-physical risk dashboards for digital infrastructure and cross-border information security\nLocalized benchmarking indices aligned with EU accession standards and SDG frameworks\n\nThese tools enable decision-makers, researchers, and citizens to co-create risk-informed policies and operational strategies across all sectors.\n\nGovernance and Participation\nNWG Serbia is fully institutionally independent, adhering to the participatory, ethical, and scientific standards of the GRA and GRF.
